make the trespassing on government property with invisibility effects illegal

The people of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Ghostbusters Act".
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Th0re_

2 - Purpose
(1) The purpose of this bill is to make the usage of the effect invisibility illegal on government property.
(2) The purpose of this bill is also to make it easier to ensure public safety.

3 - Reasons
(1) Citizens have used invisible potion to trespass in the bank already, which made it harder for the DoJ to catch them.
(2) Invisible potions could get a threat, as during public events.
(3) Univisibilty effects can create an unfair advantage and will maybe get citizens access to areas they should not have access to.

4 – Terms
Add the following to the 13.0 - PVP & Trespassing laws section :

13.15 - The trespassing on government property with invisibility effects
The trespassing on a government property with the effect of invisibility, if not permitted by the DoJ.
The DoJ may always request citizens to leave the government property, if they are invisible.
If the citizen does not follow the DoJ’s orders 2 times, the following punishments will be issued :

First Offence : $25 Fine + Verbal Warning
Second Offence : $35 Fine + Removal from Property (enforced by the DoJ)
Third & further Offence : $50 Fine + 5 Minutes of Jail time
 
Nay - Overly complicated
 
Aye - I don't know how many people were arrested in the bank vault with invis potions
 
Vetoed: Redundant. The crime is defined as "trespassing... with the effect of invisibility", therefore you may still use invisibility in areas where you are usually allowed to be. You are only in breach of this law if you are trespassing, which is already illegal.
