CONGRESS OF THE
COMMONWEALTH OF REDMONT

A BILL TO
REPAIR THE ERRORS IN JUDGEMENT IN LAW THAT HAVE BEEN DONE AS A RESULT OF MY REIGN IN THIS OFFICE

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

PART I: PRELIMINARIES
1. Short Title and Enactment

(1) This Act may be cited as the "Fixing My Mistakes Act" or "FMMA".
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Speaker HatManMC, with past points of feedback from xXTheoryXx, MJL_, antonfr, and my beloved constituents in mind.
(4) This Act has been cosponsored by [cosponsor].
(5) This Act amends the following acts:
(a) Provisional Debt Recovery Act
(b) Referendum Act
(c) Legislative Standards Act

2. Reasons and Intent
(1) It seems as though, just as Washington said in Hamilton, I'm off to the mansions of rest.
(2) However, I have doubtless made countless errors as my tenure as Representative. Some of these errors may not be seen as such by some, but they're things that I have done that I regret.
(3) Firstly, my repeal of the New Player coverage for the Anti-Scam Insurance via the Anti-Scam Insurance Repeal Act. It came from a place of excessive fiscal conservatism and a misunderstanding of how the Department of Commerce was both budgeting for and using the PDRA. Especially with my newer ways of economic thinking, this program did not have to go in the manner we thought it did. This bill serves to bring it back in a reduced but still existent way.
(4) In the Stop the Slop Petitions Act, I raised the announcement requirement for petitions to an entirely excessive degree. The restrictions were good, the number not so much. People have made this very clear to me. This bill serves to lower the number to still higher than before, but not excessively so.
(5) In the Motion Expansion Act's assent message, recommendations for a few cleanups and edits in the Notes section brought up key concerns with some writing and deadline issues. This bill serves to solve these errors.

PART II: AMENDMENTS
3. Provisional Debt Recovery Act
(1) The following shall be amended to the Provisional Debt Recovery Act after Part III, Section 10(6):

11 - New Player Coverage
(1) Universality. All players shall be automatically enrolled into Anti-Scam Insurance immediately upon first joining the server and shall continue to be enrolled for 14 days thereafter. This coverage shall expire after the 15th day since a player had first joined the server, but claims regarding incidents that occurred during coverage may be submitted up to a month after coverage had ended.

(2) Minimums. DoC shall ensure new players are covered for a minimum of 30% of their recoverable damages while under New Player Coverage, or $17,500, whichever is less. The exact percentage of coverage shall be set by DoC policy.

4. Referendum Act
(1) The following shall be amended to section 5(2)(c) of the Referendum Act:

(2) A petition must:
(a) Be listed in the #petitions channel of the DemocracyCraft Official Discord.
(b) State clearly what it asks for;
(c) Be supported by at least 6040 citizens;
(i) Support must be demonstrated by :aye: reaction.

5. Legislative Standards Act
(1) The following shall be amended to "Motion for Division of the Question" section of the Legislative Standards Act:

(e) Upon the proposition of a Motion for Division of the Question, voting is paused on the motion that is being divided.

(f) Only Motions to Amend, Motions for Classification, Motions for Declassification, and Motions to Fund may be divided. Any Motion not expressly allowed to be Divided may not be Divided.

(g) Only one Motion for Division of the Question may be raised on any one Motion.

(2) The following shall be amended to "Motion for a Point of Order" section of the Legislative Standards Act:

(c) Should a Motion for a Point of Order be called on the floor of any Chamber, the Presiding Officer is obligated to respond to it with a citation from either the Legislative Standards Act or the respective Standing Orders of said Chamber as to explain their decision. The Presiding Officer that made the decision has 24 hours from the raising of the Point of Order to fulfill the requested inquiry.

(d) A Motion for a Point of Order may only be raised involving a ruling on a Motion to Reconsider of Reconsideration, Motion for of Urgent Consideration, Motion to Override, or Motion for Division of the Question. Any Motion not expressly allowed to have a Point of Order raised to it may not have a Point of Order raised to it.

PART III: IMPLEMENTATION
6. Implementation

(1) The Office of Congressional Affairs is authorized to make any changes involving renumbering of sections as a result of edits made in this Act.
