Clarify The Delegation of Power

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Federal Government Supremacy Act'
(2) This Act shall be enacted immediately upon its signage.
(3) The Act has been co-sponsored by: Rep. BlogWordExpo
(4) The Act has been authored by: Rep. Aezal, Speaker xEndeavour

2 - Reasons
(1) The Supreme Court's verdict in [2022] SCR 8 established that towns were not required to follow the Federal constitution.
(2) The concept of the Separation of Powers is well understood, however, the Division of Powers is not.
(3) This is not a Federal power grab, this is a clarification on who is allowed to do what within our system of government to alleviate confusion and to make clear what towns can expand into.

3 - Separation of Powers
(1) The constitution is the highest legal document in Redmont which establishes a Government separated into 3 branches, as provided by the constitution.

4 - Division of Powers
(1) There are two different levels within the 3 branches of Government; Federal and Local.
(2) In order for a local body or local government to exercise any lawful authority, it needs to have been delegated powers of a higher authority.
(a) For example, the President may delegate certain executive powers - within specific districts - to a local government. That local government is therefore limited to exercising the powers it inherits from the executive, within the jurisdiction of it's district.
(b) For example, the Congress may exclude towns from being subject to certain laws. Alternatively, the Congress may expressly establish the ability for the executive to make regulations at a local level.
(c) For example, the Courts have been established to have two Federal-level courts and a District Court that hears cases based on where they were filed.

5 - Constitutional Rights
(1) All rights enumerated in the constitution cannot be infringed by subordinate constitutions.
(2) All rights enumerated in the constitution apply to all people within the commonwealth of Redmont

6 - Federal Supremacy
(1) The Federal Government of Redmont has supreme authority over all land within Redmont, as provided by the Commonwealth Constitution
