Executive Order 61/26 - New Citizen Provision
By the authority vested in me by the Redmont Constitution
I, Theory Fontaine, President of the Commonwealth of Redmont, do declare the following under this Executive Order:

Whereas Const. 24(5) empowers the President to issue and revoke Executive Orders;
Whereas the long term health of the Commonwealth rests on how many people arrive in Redmont and choose to stay;
Whereas a new citizen spends their first hours looking for an income, somewhere to live, a way into public life, someone to explain how any of it works, and a reason to come back the following day, and those five things fall to the Department of Commerce, the Department of Construction and Transportation, the Department of State, the Department of Education, and the Department of Public Affairs respectively;
Whereas the first week a player spends here decides most of what follows, and no officer of this government is presently answerable for how that week goes;
Whereas a responsibility held by every department is held by none of them;
Whereas property in Redmont has appreciated well beyond what a citizen in their first weeks can meet, so that stock reaching auction at prevailing prices does not reach new arrivals at all;
Whereas the conversion of existing plots under section 24 of the Property Standards Act redistributes business space rather than adding to it, and a Commonwealth that means to grow needs more of it and not merely a different division of what already exists;
Whereas this is a matter of naming the person who answers for it, and not of creating another office to sit above the work;
Section 1. Purpose
1. This Order requires the departments named in Section 3 to designate an officer answerable for the experience of new citizens within that department's area of responsibility.
2. This Order binds departments of the executive. It imposes no obligation on any citizen and confers no power over any person.
Section 2. New Citizens
1. A new citizen for the purposes of this Order is a person in the early part of their time in the Commonwealth, being ordinarily a person within their first thirty days of citizenship who has not held citizenship here before.
2. A department shall have regard to the substance of a person's circumstances rather than to the date alone, and may treat a person as a new citizen where their situation plainly warrants it.
3. A department shall not treat as a new citizen a person acting through an alternate account of an established player, or a person returning to the Commonwealth having previously established themselves here.
4. Where a department is uncertain, the judgement of its New Citizen Lead is sufficient and no further approval is required.
5. This Section applies to this Order alone and alters the meaning of no term used in any Act of Congress.
Section 3. New Citizen Leads
1. Within seven days of this Order, each of the following departments shall designate a New Citizen Lead:
a. the Department of Commerce;
b. the Department of Construction and Transportation;
c. the Department of State;
d. the Department of Education; and
e. the Department of Public Affairs.
2. The designation shall be published by the department and notified to the Office of the President.
3. A Lead may be any officer of the department, including one already holding another position, and shall be chosen by the Secretary.
Section 4. Nature of the Designation
1. New Citizen Lead is a designation and not an office. It creates no new post, carries no additional authority, and attracts no salary of its own.
2. A designation under this Order does not count toward any limit on the number of Deputy Secretaries a department may carry.
3. A Secretary may change their department's designation at any time on notice to the Office of the President.
Section 5. Areas of Responsibility
1. The Lead for the Department of Commerce shall attend to the routes by which a new citizen earns their first income, including entry level employment, the low capital trades, and access to markets and shops for a person arriving with nothing.
2. The Lead for the Department of Construction and Transportation shall attend to housing for new citizens and to the auction of property, including whether housing stock is reachable in practice by a person who has been here a week.
3. The Lead for the Department of State shall attend to registration, citizenship, and the first contact a new arrival has with the institutions of the Commonwealth.
4. The Lead for the Department of Education shall attend to the guidance a new citizen receives, including guides, tutorials, and the training available to a person who does not yet know how anything here works.
5. The Lead for the Department of Public Affairs shall attend to whether the Department's events and published material reach new citizens at all, including whether the events programme can be joined by a person with no capital and no established connections, and whether what is published tells a newcomer anything they can act on.
Section 6. New Player CBD Plots
1. The review contemplated by section 24(1) of the Property Standards Act is one the Department of Construction and Transportation is already obliged to conduct periodically. The Department shall commence such a review within seven days of this Order.
2. The report required by section 24(1)(b) shall be furnished to the sitting Congress and to the Office of the President within the period that section allows.
3. Where the review identifies viable plots, the Secretary shall place the matter before Congress without delay so that the resolution required by section 24(2)(a) may be considered while the review remains current.
4. Nothing in this Order alters the criteria, the process, the acquisition route, or the limits set out in section 24 of that Act.
5. Separately from the review under section 24, the Department shall exercise its power under section 10(6) of that Act to create additional Business District regions, so that the space available to a new citizen is added to rather than taken from somebody else.
6. Regions created under subsection 5 and designated for new citizens shall be let at a rent a citizen in their first weeks can meet, that being a matter for the Department as landlord.
7. Provision under subsection 5 may be made in the Central and North Business Districts.
8. The Department shall report to the Office of the President within twenty one days on what expansion is achievable, what it depends upon, and what it would cost.
Section 7. Residential Provision for New Citizens
1. The Secretary of Construction and Transportation is directed to make regulations under section 4(1) of the Property Standards Act providing for the release of residential plots to new citizens, and to publish them as Department policy in the manner that section requires.
2. Regulations made under subsection 1 shall provide for a reserved release of residential plots to new citizens, for reserve prices a citizen in their first weeks can meet, and for a standing stock held and replenished for that purpose.
3. Any release under those regulations shall be conducted in accordance with section 19 of that Act.
4. Regulations made under subsection 1 shall be published within twenty one days of this Order, and the Department shall report the outcome of the first release to the Office of the President within seven days of its close.
5. Nothing in this Order limits the Secretary's discretion as to the number of plots, the price, or the mechanism, those being matters for the Department.
Section 8. Reporting
1. Each Lead shall report to the Office of the President within thirty days of designation, and monthly thereafter.
2. A report shall set out what provision presently exists in that department's area, where it fails, and what the Lead proposes to do about it.
3. A report that says a department has looked and found nothing wrong is an acceptable report, provided the Lead has in fact looked.
Section 9. Fiscal Neutrality
1. This Order creates no new appropriation and authorises no new spending.
2. Departments shall give effect to this Order within their existing allocations.
3. Acquisition costs arising under section 24 of the Property Standards Act are drawn as that Act provides, and nothing in this Order authorises expenditure beyond it.
Section 10. Interpretation
1. This Order directs departments to exercise powers and discharge duties they already hold under the Property Standards Act. It creates no power, alters no Act, and displaces no requirement of Congressional approval contained in any Act.
2. Nothing in this Order limits the authority of a Secretary to organise their department.
3. Nothing in this Order prevents any other department from doing the same of its own accord, and the Office of the President would be glad to hear from any that do.
