By the authority vested in me by the Redmont Constitution, I, juniperfig, President of the Commonwealth of Redmont, do declare the following under this Executive Order:
§ 1. RECOGNIZED TOWNS
The current recognized towns are:
- Town of Aventura
- Town of Oakridge
§ 2. INTENT AND PURPOSE
Towns are semi-autonomous local governments of the Commonwealth. The intent of Towns is to create outer communities around the Capital, Reveille City. These communities will remain small community projects which have a particular theme or industry. This also allows players a greater responsibility in local governance. It is not intended that Towns will grow into cities to compete with the Capital.
§ 3. FORUMS
Town forums will be situated under the Cities and Towns node. The mayor will have administrative permissions over their Town forum. By-laws and the Town Constitution must be listed and maintained under this node.
§ 4. BYLAWS
Towns can create bylaws. Bylaws are an extension of Executive jurisdiction—or are created in the absence of federal legislation—that is delegated to local jurisdictions for the purposes of implementing and enforcing regulations within their specified jurisdiction.
All bylaws must be consistent with the federal Constitution and federal law.
§ 5. TOWN JURISDICTION
Towns retain full control over certain regions of governance. Others are shared and must be done with oversight, control, or assistance from federal Departments.
In the event that any Town legislation contradicts Federal legislation, the Federal legislation shall apply within the jurisdiction of the Town, unless such legislation expressly excludes the Town within its jurisdiction.
Any Federal code which is not an Act of Congress, an Executive Order, or within the Constitution (such as department policy) does not take precedence over Town legislation in areas outlined in § 5.1.
§ 5.1. TOWN JURISDICTION, FULL TOWN CONTROL
Towns retain full control over the following within Town limits:
- Land use, zoning, plot pricing, building regulations, and building standards;
- Local taxes, fees, and revenues arising from Town property or bylaws;
- Local services, permits, and enforcement, including municipal fines;
- Public spaces, public utilities, events, transport, roads, and traffic;
- Auctions of property within Town limits;
- Matters predominantly internal to the Town’s jurisdiction.
§ 5.2. TOWN JURISDICTION FACILITATED, OVERSEEN, OR CONTROLLED BY FEDERAL DEPARTMENTS
Towns share the following with federal Departments within Town limits:
- Build height limits (May not exceed more than 40 blocks high, with exceptions managed and determined by the DCT);
- Local elections + Council formation (All local Town elections are facilitated by the DOS);
- Town Constitution (Enforced by the Town government in coordination with federal Departments);
- Evictions and transfers of property within Town limits (Facilitated by Town government, actioned by the DCT);
- Public safety (excluding Federal Criminal Code, in coordination with the DHS);
- Local welfare matters (in coordination with the DOH for health and DOI for animal adoption);
§ 5.3. DEPARTMENT OF STATE OVERSIGHT
The Department of State shall oversee and advise when necessary on matters of exclusive and shared Town Jurisdiction, but cannot order the town to take any action, except where explicitly stated in this Executive Order or in an Act of Congress.
§ 6. MAYOR & COUNCIL
There may only be one Mayor for each Town, and they will be entitled to ownership of their respective Town region and a tag on forums and Discord.
§ 6.1. REMOVAL OF TOWN OFFICIALS
A Town's mayor and/or councilors may be removed from their positions following a formal vote in which a supermajority of all sitting members of the legislature of the respective Town, excluding those with a conflict of interest, votes in the affirmative.
§ 6.2. MAYORAL SUCCESSION
The Town Constitution will dictate the method of succession for a Mayor who has left office. If a mayor has left office before the end of their term, and if there is no provision in the Town Constitution dictating the method of replacement, the legislature of the respective Town may select a temporary (acting) mayor to serve for a period of no more than 14 days or initiate an election facilitated by the Department of State for the position.
§ 6.3. MAYORAL TERM LIMITS
Mayoral terms may not exceed 4 months.
§ 6.4. COUNCIL SIZE LIMITS
Town councils may not exceed 5 members.
§ 7. RESIDENCY
Residency is an indication of the primary area in which a player resides. Valid residencies are:
- City of Reveille;
- Town of Oakridge;
- Town of Aventura;
- Willow District.
A player sets their own residency, and may only hold residency in one area at a time. A player may only change their residency once three weeks have passed since the last change to their residency.
§ 8. TOWN ELECTION REQUIREMENTS
In order to run for Mayor, Deputy Mayor, or Town Council, the player must meet these requirements and maintain them throughout their term:
- Has been 1 month since the player’s initial join date, or 2 weeks for Town Council candidates.
- Has accrued 48 hours of total playtime
- Has accrued 12 hours of active playtime within the last 30 days, or 6 hours for Town Council candidates.
- Has residency within the Town.
The above requirements must be listed within the forums posts for local elections in addition to Town-specific requirements set out by Town Constitutions and by-laws, which may exceed the above restrictions.
§ 8.1. RETAINING TOWN POSITIONS
If the Department of State is notified that a player who holds an applicable position does not meet the above requirements, the Department of State will notify the player, who will have four days from that point to once again meet the requirements. If they fail to do so, the Department of State will notify the Town Council, who shall be required to either remove or replace the player within four days, according to their Constitution, or the player shall be removed by the Department of State. This is a separate process from those outlined in § 6.
§ 8.2. TOWN ELECTION SYSTEMS
Each Town is required to have fair elections for the positions of Mayor, Deputy Mayor and Town legislature. The Town Constitution will dictate the method and nature of elections for all positions within the Town.
§ 8.3. TOWN VOTING REQUIREMENTS
Players have a right to vote in local elections and referendums, provided they have:
- Accrued 6 or more hours of playtime within the last 30 days.
- Residency in the Town.
§ 9. TOWN INDUSTRIES & THEMES
Town themes should be contemporary, realistic, and serviceable by road. Medieval Towns, for example, are therefore unsuitable themes.
Each Town, in order to give it a purpose, will be allocated the following industries and themes. It is expected that the Town endorses and promotes these industries and themes.
Aventura: Fishing, Tourism
Oakridge: Logging, Lumber, Rustic
§ 10. TOWN REQUIREMENTS
Each Town is required to have the following:
1. Town Spawn
2. Town Hall
3. Sufficient Road Network
4. At least 20 buyable or rentable plots that are at least 10 blocks by 10 blocks in size.
5. Town Clinic
6. Police Station
7. Train Station
8. Small Airport Terminal (Airstrip to be provided by the DCT).
§ 11. TERRITORIES
Each Town is allocated a region within the Commonwealth of Redmont. These regions provide a natural buffer between each of the Towns.
§ 11.1. TERRITORIAL INTEGRITY
The Executive shall not remove territory from a town’s jurisdiction without a Town bylaw authorizing such removal.
§ 12. TOWN GRANTS
Town grants are funds that can be granted to Towns upon meeting certain criteria, and are granted at the sole discretion of the Department of State. Applications must showcase clearly that the Town has met the criteria in order to be accepted. One Town may only receive a grant of a specific type if it has not received a grant of that type in the previous two calendar months.
Town grants approved and disbursed under now-repealed Executive Orders shall not be repossessed.
The Department of State will keep records of Town population data on a monthly basis in order to verify the resident requirements for the Population Growth grants. Towns are otherwise responsible for proving their own eligibility for grants to the Department to a satisfactory level.
§ 13. PASTES
Towns are entitled to the use of the Department of Construction and Transportation’s paste services, at a cost to be determined by the Department. Towns may use the Department of the Interior's tender process to supply blocks for these pastes or supply the blocks themselves.
§ 14. ECONOMIC AUTONOMY
The Town receives all of the revenue from their properties. The Town can apply for grants and use any other economic support, however does not get any funds budgeted to them on a monthly basis from the Executive.
§ 15. FEDERAL DEPARTMENT FACILITIES IN TOWNS
Departments will operate the following facilities that are built by Towns. The Department facility and the land that it is situated on will be considered federal land once the facility is in operation.
Department of Health (DOH)
- Maintains the Town Clinic.
Department of the Interior (DOI)
- Maintains the Town Animal Shelter.
§ 16. DEFINITIONS
Bylaw: Legislation created by local governments.
Federal Government: The central Government residing in the Capitol building of Reveille.
Local Government: Respective Town Councils, Mayors, and Deputy Mayors.
Resident: A player is a resident of the area to which they have set their in-game residency.
§ 17. ENACTMENT
1. This executive order overrides all previous EOs on the topic of local government.
2. This executive order shall be enacted immediately.
3. All changes shall be reflected on the Town Information forums page.
§ 18. REPEALS
Executive Order 21/25 - Towns' Rights is hereby repealed.
