By the authority vested in me as President under the Constitution of the Commonwealth of Redmont, I, Pepecuu, the 23rd President of the Commonwealth of Redmont, do declare the following under this Executive Order:
Section 1. The Bar Association of Redmont (BAR)
(1) The BAR is hereby created as a public advisory organization for Redmont's legal sector.
(2) The BAR shall be the only government-endorsed public advisory legal organization that is allowed to operate within the territory of the Commonwealth of Redmont.
(3) The BAR shall encompass individuals that are licensed to represent other individuals before the Courts of Redmont, and those who act as Judicial Officers of those Courts, on an opt-in basis. Enrollment in the BAR is not mandatory, and shall not be a pre-requisite to obtaining qualifications in the Redmont legal sector.
(4) The BAR has as its goal to create and maintain public rules and guidelines on legal ethics, morality, and professionalism.
(5) The Secretary of Justice is to appoint the first BAR Council.
Section 2. BAR Structure
(1) A Council of five individuals, individually known as BAR Councilor(s) and collectively known as the BAR Council, shall sit as the leading body of the BAR. Each of these five individuals shall be equal in standing when assembled for matters of business.
(2) All decisions by the Council, including revocation of previous BAR Council decisions, shall succeed upon a simple majority in agreement of all sitting Councilors.
(3) All remaining terms, rules, and structure of organization shall be decided by the Council. These terms, rules or structures of organization are to abide by Congress's predefined regulatory and legal limits, in accordance with Section 3 of this Executive Order.
