Establish a Do Not Solicit (DNS) List
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Do Not Solicit List Act.'
(2) This Act shall be enacted immediately upon its signage and staff implementation.
(3) This Act has been authored by Representative zLost.
(4) This Act has been co-sponsored by Senator Omegabiebel.
2 - Reasons
(1) During elections, many voters who have already voted or made up their mind are constantly bothered and messaged in-game when elections are going on. This list aims to help them by making it illegal for those voters to be messaged by campaigners.
(2) This bill also aims to help campaigners by letting them know beforehand which voters have already voted, or wouldn't be interested in hearing out campaign messages.
(3) Making illicit campaigning illegal by amending the Criminal Code Act (link) will deter people from violating this list.
3 - Definitions
(1) "Campaigning" shall be defined as "any intentional effort to influence a citizen's political opinion or vote in an election, referendum, or plebiscite".
(2) "Intent to Campaign" is proven when a reasonable person would consider someone's messages as intending to influence a citizen's vote or political opinion through the following, but not limited to, indicators:
(a) Direct requests for votes, support, or endorsement.
(b) Calls to action.
(c) Promotion of a specific candidate, party, or ideal.
(d) Messaging during an active campaigning or voting period.
(e) Usage of campaigning materials.
4 - Implementation
(1) Any citizen will be able to join and leave a Do Not Solicit (DNS) list through the usage of an in-game command.
(2) This list will be viewable by anyone through an in-game command. Additionally, anyone can check a player's status of being in the list or not through another in-game command.
5 - Amendment
The following shall be added to the Criminal Code Act (link) under Part II:
9 - Unlawful Solicitation
Offence Type: Summary
Penalty:
(a) First Offence: 5 Penalty Units; 10 minutes imprisonment
(b) Second Offence: 15 Penalty Units; 20 minutes imprisonment
(c) Third Offence: 30 Penalty Units; 30 minutes imprisonment
(d) Subsequent Offences: 50 Penalty Units; 40 minutes imprisonment; 3 days disqualification from public office
A person commits an offence if the person:
(a) sends a private message in-game to a person on the Do Not Solicit list for the purposes of campaigning. Unlawful Solicitation is enforceable only upon complaint by the recipient.
