Establish, Core-Committees to ensure they are being used.
The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1)
This Act may be cited as the "Core Committees Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) The Act has been co-sponsored by: Rurge

2 - Reasons
(1)
There are currently too many committees, and we need to make them compact and clarify the current, committees as well as make sure congressional members can develop and show their expertise. Through, committee-assignments. To make sure, committees, are not over-crowded and there is actually a demand to be in the committees, there is a maximum of people who can serve in 1 committee. This will also incentivise congress, to do more in terms of oversight, management, transparency and real positive reform. Finally, there will be, some minor congressional powers, each committee will hold.

3 - Committees
(1)
The following committees will be established by law, and can only be removed with an amendment to this bill;
(a) Joint-Committee on Executive Oversight and Reform which will replace the current; House Executive Oversight Committee and the Senate Executive Oversight Committee.
(b) Joint-Committee on Judicial Oversight and Reform which will replace the current; House Legal Oversight and Reform Committee.
(c) Joint-Committee on Appropriations and Finance which will replace the current; economics committee, budget committee and workers committee.
(d) Senate Committee on Foreign Affairs.
(2) All committee members, shall be removed from the committee every congressional election cycle. The Speaker shall be in charge of appointing representatives to these committees with approval from the majority of the house and the presiding officer of the senate shall be in charge of appointing senators to these committees with approval from the majority of the senate.

4 - Joint-Committee on Executive Oversight and Reform
(1)
The Joint-Committee on Executive Oversight and Reform is responsible for overseeing and advising the President, Vice-President, Executive Officers, Principal Officers(excluding Ambassadors) and The Secretaries, on the following issues; Management, Policy-Changes, Over-all Department well-being and Transparency.
(2) The Joint-Committee on Executive Oversight and Reform will consist of a maximum of 4 senators and 5 representatives. The Chairman of the Executive Oversight Committee shall be determined with a plurality vote of all committee members. There will also be a Deputy-Chairman which shall also be determined with a plurality vote of all committee members however, the chairman and the deputy-chairman can not be from the same congressional chamber. E.g. The Chairman is a Senator so The Deputy-Chairman needs to be a Representative.
(3) When a representative, files a motion to impeach a Secretary, Executive officer, Principal Officer(excluding Ambassadors) the Vice-President or the President. The Joint Committee on Executive Oversight and Reform will hold a trial to determine whether or not the charges have any merit. After, the trial has concluded the committee, will vote whether or not the charges have merit. If the majority of the committee votes aye. The Speaker of the House will motion for impeachment in the House.
(4) If the President wishes to create a new general advisor or principal officer position, they will first need approval, from The Joint Committee on Executive Oversight and Reform. This will satisfy the unspecified “Congressional approval” requirement outlined in the constitution; paragraph 1; section;” Office of the President:”

5 - Joint-Committee on Legal Oversight and Reform
(1)
The Joint Committee on Legal Oversight and Reform is responsible for overseeing and reforming the judiciary and the legal field if necessary. As well as advice the president and the Senate on judicial nominees.
(2) The Joint-Committee on Legal Oversight and Reform will consist of a maximum of 2 senators and 3 representatives. The Chairman shall be determined with a plurality vote of all committee members.
(3) When a representative, files a motion to impeach a Judge, Justice or the Chief-Justice. The Joint Committee on Legal Oversight and Reform will hold a trial to determine whether or not the charges have any merit. After, the trial has concluded the committee, will vote whether or not the charges have merit. If the majority of the committee votes aye. The Speaker of the House will motion for impeachment in the House.

6 - Joint-Committee on Appropriations and Finance
(1)
The Joint-Committee on Appropriations and Finance is responsible for overseeing and reforming, appropriations, ways and means, financial regulations, workers rights and overall economic well-being.
(2) The Joint-Committee on Appropriations and Finance will consist of a maximum of 3 senators and 4 representatives. The Chairman shall be determined with a plurality vote of all committee members.
(3) When an appropriations bill, tax-reform bill or a major financial regulation bill is proposed, the Joint-Committee on Appropriations and Finance is responsible, for conducting an investigation, which effect this will have on the economy and government budget. Such investigation is typically done in conjunction with the department of education and commerce. Although the speaker can still put such a bill up for a vote before, an investigation has concluded, it’s expected that the bill vote is delayed until the committee has come to a conclusion.

7 - Senate-Committee on Foreign-Affairs
(1)
The Senate Committee on Foreign Affairs is responsible for overseeing and advising, Ambassadors and the President on Foreign Affairs and policy.
(2) The Senate Committee on Foreign Affairs will consist of a maximum of 3 senators. The Chairman shall be determined with a plurality vote of all committee members.
(3) When the president, nominates, an Ambassador, or wishes to sign, revoke, or leave a treaty. The Senate Committee on Foreign Affairs is responsible for advising the Senate on this issue.

8 - Transparency
(1)
A new Channel Shall be created in the DemocracyCraft Discord called something along the lines of #Congressional-Questions (at the discretion of the owners) which shall be open for viewing by the public. In this channel, any member of any committees mentioned in this bill may subpoena, a member of the executive. The subpoena must be formal, detailed and relevant to the respective committee. The format for such a subpoena will be the following;
