Representatives Milkcrack and Neemfy crossed the floor by switching their party affiliation to the Democratic Reformists, providing the party with a majority in the House. While Representative Neemfy was an independent, Deputy Speaker MilkCrack’s departure from the Liberal Reformers is a loss for the representative’s former party.

Votation opened in the House for the Legal Board Act (PASSED) and the Proportional Representation Amendment Act (AWAITING ASSENT).

Legal Board Act

Votation opened for the Legal Board Act. As mentioned in the previous Congressional Transparency Report, the Legal Board Act, introduced by Deputy Speaker MilkCrack, fulfills a campaign promise by President Westray to establish a legal board for DC. The intention of the board is to advise the government on legal policy, ensure lawyer accountability, and establish a system of public defenders. The bill passed 6-0 in the House and 3-0 in the Senate, receiving presidential assent shortly after.

Proportional Representation Amendment

Written by Senator Hugebob, the Proportional Representation Amendment was introduced by Speaker of Congress Krix with the intention of establishing an open party-list proportional system of voting in DC’s congressional elections. This means that during an election, the seats a party receives in the House and Senate will be proportional to the percentage of votes they received. Then, each party pools together its candidates’ votes and may submit a ranked list of candidates to determine the priority of election to Congress. Independents may also submit their candidacy without a party affiliation. In addition to proportional voting, the amendment establishes staggered elections for Senators, breaking them into Classes A and B. Class A elections occur in January, May, and September while Class B elections occur in March, July, and November. The amendment passed 6-0 in the House and 3-0 in the Senate, and it is now awaiting presidential assent.

December Appropriations Bill

Introduced by Representative partypig678, the December budget deviated from the November budget by raising the budget tracking threshold of the Department of Public from $1,000 to $2,000, and the threshold of the Department of State from $100 to $500. This means that the DPA and the DoS must report all spending over $2,000 and $500, respectively. All other thresholds remained the same as the previous budget.

The December budget increased the budget of the Department of Public Affairs and the Department of Justice compared to the November budget. It reduced the budget of the Department of Education and Commerce and the Department of Construction and Transport. The budget of the Department of Health, Department of Environment and Recreation, and Department of State stayed the same.

The budget of the legislative branch was tripled from $5,000 to $15,000 while the budget of the Judiciary and the Attorney General remained the same. The budget passed 6-0 in the House and 3-0 in the Senate and received presidential assent.

Senator Dusty expressed concern that the semantics of the bill would eliminate the requirement of a supermajority in both houses of Congress preceding the passage of an amendment, naying it as he cited the need for further discussion on its clauses. The amendment passed 4-1 in the House and failed 0-2 in the Senate.
