Amend the Fleum Act

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Congressional Purges Act.'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Speaker Talion77.

(4) This Act has been co-sponsored by Senator Omegabiebel.

2 - Reasons

(1) Congress, as the body who makes laws, should be able to suspend them for the purpose of roleplay.

(2) To Amend the Fleum Act.

3 - Amendments

Section 3 of the Fleum Act shall be amended as follows:

"

3 - Terms
(1) The government may order the temporary withdrawal of the enforcement of specific laws at the discretion of the executive branch through the following processes;
(a) The President will notify the Speaker and the President of the Senate that the Department of Public Affairs will hold a ‘Purge Event.’
(b) Upon the notification of Congress, the executive will be required to provide notice to the public of the event with a minimum of 1 week(s) notice.
(2) Alternatively, Congress may order the temporary withdrawal of the enforcement of specific laws via a Congressional motion passed with a supermajority in both chambers.
(a) If such a motion passes, the Presiding Officers will notify the President that the temporary withdrawal of the enforcement of specific laws has been ordered by Congress, and that the Department of Public Affairs is required to hold a ‘Purge Event.’
(b) Upon the notification from Congress, the executive will be required to provide notice to the public of the event with a minimum of 1 week(s) notice.
(3) Congress may only order the temporary withdrawal of the enforcement of the following criminal offences via the method outlined in §3(2):
(a) False Accusations
(b) Assault
(c) Attempted Murder
(d) Murder
(e) Mass Murder
(f) Deprivation of Liberty
(g) Disturbing the Peace
(h) Dispersal Order Breach
(i) Falsely Claiming Self Defense
(j) Threats
(k) Public Nuisance
(l) Careless Driving
(m) Resisting Arrest
(n) Illicit Weapon Offences
(o) Illicit Substance Possession
(p) Illicit Substance Trafficking
(q) Donation of Illicit Items
(r) Buffing
(s) Weapon of Mass Destruction Possession
(t) Weapon of Mass Destruction Trafficking
(u) Trespass
(v) ATM Robbery
(w) Bank Robbery
(x) NPC Robbery
(y) Incitement
(z) Obstruction of an Emergency Service
(aa) Vehicle Abandonment
(bb) Operating Without a License

With a supermajority in both chambers? You might as well impeach the president, or repeal the laws you want to suspend.
Pass it through the regular process, I’m not even sure removing laws through motions is constitutional lol
 
Nay.
It’s a fun bill, but I think it probably violates separation-of-powers to allow the Congress to create purges by motion.

We can certainly create a purges by passing a bill that calls for a specific purge that is signed by the President, but I think that this falls outside of what a motion can/should be able to do.
