Introduce Community Service

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the 'Community Service Act'
(2) This Act shall be enacted immediately upon its signage.

2 - Reasons
Jail is a boring and unproductive punishment for crimes, this bill would seek to create an alternative in which criminals may serve their time productively in service to the Commonwealth.

3 - Community Service Definition
(1) Community service is unpaid work performed by a Criminal for the benefit of the community without any form of compensation. It will exist as an alternative to jail time.

4 - Community Service Minutes (CSMs)
(1) When attempting to serve a jail sentence on a criminal the DoJ, at their wish, may instead offer to the criminal to serve their time in Community Service Minutes at a transfer rate of 30 seconds Community Service for every minute of jail time. Once agreed with the criminal the CSMs must be served within three weeks.

5 - Community Service Officer (CSO)
(1) The DoJ will maintain a noticeboard in which CSMs are posted to and then, in cooperation with the respective Government Body Leadership, award those CSMs to other Government Bodies for the time to be served. Once a Government Body takes on CSMs they will assign an Employee to act as a Community Service Officer who will arrange with the Criminal, or Criminals, the time and place for the CSMs to be enacted.
(2) The CSO will be with the Criminal, or Criminals, for the duration of their obligation. They will be responsible for recording, taking evidence of, and reporting Dereliction of Community Service to the DLA.

6 - Establish a New Crime ‘Dereliction of Community Service’
(1) To act in a way as to avoid serving your assigned Community Service Minutes, committing crimes while serving Community Service Minutes, or generally abusing your time while serving Community Service.
First Offence: $500 fine + 5 mins jail
Second Offence: $1,000 fine + 10 mins jail
Further Offences: $2,000 fine + 15 Minutes Jail

7 - Amend the Crime Severity Act
(1) Add the following as an Indictable Offense:
‘- Dereliction of Community Service’

8 - Further Definition
(1) A Government Body, for the purposes of this act, be considered all Departments, Towns, and any other institution established by law and run by the state.
