Define and regulate inactive businesses in CBD plots​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This act may be cited as the ‘CBD Regulation Act’
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Sen. CivilizedMan.
(4) This Act has been co-sponsored by Sen. CivilizedMan.

2 - Reasons
(1) New players maximize their rental time at at a CBD plot and then leave the server before adequately developing their rental property.
(2) Undeveloped CBD plots are a waste of valuable space and should instead be owned by innovative and productive businesses.
(3) Developed but Inactive CBD plots are just as harmful as those previously mentioned, and should be similarly punished.

3 - Terms
(1) Definition of Inactive Business:
(a) An inactive business is one that has not had at least one player (excluding the owner) purchase any resources or assets within the span of one week.

(2) Reporting:
(a) Businesses in CBD plots must remain active and operational to comply with the law. Any individual suspecting a business to be inactive should promptly report it to designated economists responsible for overseeing compliance.

(3) Auditing Process:
(a) Economists, during the course of auditing a CBD plot, have the authority to request access to the sales records of businesses from individuals who possess the relevant permissions within the firm.
(b) Failure of a business to provide the requested sales information within 48 hours will result in the owner facing eviction from the CBD plot.
(c) Any attempts to avoid eviction through intentionally misrepresenting the activity of the audited company will be considered market manipulation as per the White Collar Crackdown Act.

(4) Grace Period for Non-Compliant Renters:
(a) If a business is found to be non-compliant due to inactivity, the owner will be granted a grace period of one week to restock resources or re-structure their business model to re-legitimize its existence within its CBD plot.
(b) If a business is proven to be consecutively inactive then no grace period will be given and the business will immediately be evicted.

Nay, definition for inactive business is widely too broad. This would make businesses that sell services only be listed as inactive.
