The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the “Caretaker Mode Amendment Act."
(2) This Act shall be enacted immediately upon its signage.
(3) This Act was Co-Authored by Speaker ElainaThomas29 and Representative AndreyMia.
2 - Purpose for Proposal
(1) The reason for this amendment’s proposal is to clarify the period of time in which Congress enters the ‘Caretaker Mode’.
3 - Amendments
(1) Under Section I - The Congress, “Congress enters ‘caretaker mode’ on the first day of the electoral month. During this time any bill must receive a supermajority in any chamber which is undergoing elections. To clarify, the Senate is not subject to the supermajority requirement when the House is undergoing elections but the Senate is not.”
will be changed to
“Congress enters ‘caretaker mode’ on the first day of the electoral month. During this time any bill must receive a supermajority in any chamber which is undergoing elections with the exception of bills put up to a vote prior to the first day of ‘caretaker mode.’ To clarify, the Senate is not subject to the supermajority requirement when the House is undergoing elections but the Senate is not. Additionally, bills put up to a vote in the House prior to the first day of ‘caretaker mode’ are also exempt from the supermajority requirement in the Senate."
(2) Under Section VII - Defining Key Terms, “Congressional Caretaker Mode: only necessary bills are to be proposed to ensure the efficient running of the Government”
will be changed to
“Congressional Caretaker Mode: only necessary bills are to be proposed to ensure the efficient running of the Government; however, any motion may be proposed but is required to reach a supermajority in order to pass.”
