By the power vested in me by the "Appropriations Act" I hereby transfer the following: The DEC will give $10,000 to the DOJ as emergency funding for lawsuit compensation & firework buyback program. I do this based on the following clause: (1) The President may also transfer funds from one Departmental account to another, but may not increase the total funds more than that in the Appropriations Bill.
