The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
1 - Short Title and Enactment
(1) This Act may be cited as the 'Black Market Revamp Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by AsexualDinosaur and sponsored by Representative Rookieblue14.
(4) This Act has been co-sponsored by seeking co-sponsor.
2 - Reasons
(1) Amend the Property Standards Act
(2) Amend the Criminal Code Act
(3) Provide clarity over what BM plots can and cannot be used for.
(4) Current BM plots are loosely held over staff decision, which lessens the enforcement power of the government and places it onto an entity that has little connection to the political atmosphere of the server, and in turn also mixes staff and politics in a way that is confusing and antithetical to the nature of the server.
(5) Prevent the sale of medical and pharmacy treatments within BM plots.
3 - Amend the Property Standards Act
The property standards act shall be amended as follows:
8 - Black Market Zoning
(1) Plots beginning with ‘bm’ are black market plots (e.g. ‘bm001’)
(2) Black market plots are exempt from certain laws, as directed by staff described in the Criminal Code Act.
(a) such laws include possession, sale, and advertising of illicit items.
4 - Amend the Criminal Code Act
Part VIII: PROPERTY OFFENCES shall be amended as follows
25 - Unauthorized Black Market Dealings
Offence Type: Summary
Penalty: 1 Penalty Unit and the cost of the item, per unauthorized item sold.
An entity commits an offence if they:
(a) Sells an item within a BM plot that is otherwise unauthorized for sale within a BM plot.
(b) Authorized Items:
(i) All items that are considered legal for standard plots.
(ii) Illicit substances defined under Criminal Terminology Act or succeeding Act.
(iii) Weapons of Mass Destruction defined under Criminal Terminology Act or succeeding Act
