To
Amend the Constitution​

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Better Ballot Act”.
(2) This Act shall be enacted immediately after it has been signed into law.

2 - Reasons
(1) The House deals with inactivity issues a lot such as representatives failing to discuss or propose bills.
(2) The Senate is supposed to be the chamber of review to the House, to ensure that “bad bills” are not passed into law. Therefore the Senate was meant to be composed of more experienced politicians. So to ensure, experience without making the senate an oligarchy a wide range of jobs have been selected that allow entry to run.
(3) Recall-Elections are dumb and toxic and don’t even work.
(4) Currently the Senate is comprised of 6 senators, without a tie-breaker meaning that there is an opportunity for a 50-50 split which is not ideal.

3 - House Election Requirements
(1) The Constitution is amended as follows:
“In order to run for the House of Representatives, citizens need to meet these requirements:
  • Has accrued 24 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
  • Is an active participant in the community, in-game, on discord, and on the forums.
Is changed to:

In order to run for the House of Representatives, citizens need to meet these requirements:
  • Has accrued 24 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
  • Is an active participant in the community, in-game, on discord, and on the forums.
  • Has proposed or co-sponsored at least 4-bills, if candidate served for at least 1 month previous election.

4 - Senate Election Requirements
(1) The Constitution is amended as follows:

"(3) In order to run for the Senate, citizens need to meet these requirements:
  • Has accrued 72 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums
  • Is an active participant in the community, in-game, on discord, and on the forums."

Is changed to:

"(3) In order to run for the Senate, citizens need to meet these requirements:
  • Has accrued 72 hours playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
  • Has previously been elected or appointed to the role of Representative, Senator, President, Vice President, Secretary, Deputy-Secretary, Chief of Staff, Mayor, Attorney General, Ambassador, Solicitor General, Town-Council, Judge, Justice, Chief-Justice or any other role that requires senate approval.
  • Is an active participant in the community, in-game, on discord, and on the forums."
(2)The Constitution is amended as follows:

The Senate is presided over by the President of the Senate, who is responsible for maintaining the good order and efficient running of the chamber, as well as chairing meetings, facilitating the voting of bills, and ensuring the timely passage of Bills to the President for Approval. Any vote which results in a tie shall go to the Nays.

The Senate is presided over by the President of the Senate, who is responsible for maintaining the good order and efficient running of the chamber, as well as chairing meetings, facilitating the voting of bills, and ensuring the timely passage of Bills to the President for Approval. If a vote results in a tie the Vice-President can cast a tie-breaking vote.

5 - Presidential Election Requirements
(1) The Constitution is amended as follows:

A Presidential candidate will choose a running mate prior to the electoral ballot, to serve as Vice President.

“In order to run for President, the player needs to meet these requirements:

  • Has been 4 months since the player’s initial join date.
  • Has accrued 300 hours of active playtime.
  • Is an active participant in the community, in-game, on discord, and on the forums.
  • At the beginning of every presidential term, all cabinet positions must be nominated/re-nominated and approved by the Senate.
  • A President cannot serve consecutive terms.

“In order to run for President, the player needs to meet these requirements:

  • Has been 4 months since the player’s initial join date.
  • Has accrued 300 hours of active playtime and 12 hours of playtime within the last 30 days prior to declaring their intent to contest the election on the forums.
  • Is an active participant in the community, in-game, on discord, and on the forums.
  • At the beginning of every presidential term, all cabinet positions must be nominated/re-nominated and approved by the Senate.
  • A President cannot serve consecutive terms.

6 - Recall Recalls
(1) The Constitution is amended as follows:

III. The right to vote a Government official out of his or her office.

Is changed to:

III. The right to directly vote out a member of the legislative in elections in a period no greater than every 4 months.

(2) The Constitution is amended to remove the following parts:
  1. Any person may submit a petition on the forums to recall a Senator. Should at least 20 other unique people sign the petition, a referendum shall be held no more than 24 hours later. The referendum shall last for 48 hours. The live results of such an election shall not be made public and the results shall only be disclosed once polling has concluded. To determine the outcome of the referendum, the official in question is removed from office if the percentage of nays is less than the percentage that represents their seat in Congress. For example, if there are 4 seats in the Senate, each seat represents 25% and therefore fewer than 25% of responses would need to be nay for the official to be removed.
