CONGRESS OF THE
COMMONWEALTH OF REDMONT
The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:
PART I — PRELIMINARIES
1. Short Title and Enactment(1) This Act may be cited as the 'Ballot Box Integrity Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Rep. ToadKing.
(4) This Act has been co-sponsored by Rep. IgnitedTnT.
(5) This Act amends the following acts:
(a) Electoral Act
2. Reasons and Intent
(1) To preserve the freedom and integrity of voters when casting their ballot.
(2) To prevent candidates from exerting undue influence or creating a perception of interference by loitering in close proximity to ballot boxes.
(3) To provide Electoral Officers with a clear and enforceable standard regarding candidate conduct at polling places.
PART II — AMENDMENTS
3. Amendments(1) Section 11(2) of the Electoral Act shall be amended as follows:
"(2) Restrictions. In order to ensure a neutral and focused voting environment, campaign-related advertising (Includes, but is not limited to, physical campaign propaganda and person-to-person campaigning) is prohibited within: the following restrictions shall apply within polling places and their surroundings:
(a) within 50 blocks of a building where a polling place is located; or
(b) inside a building containing a polling place.
(a) campaign-related advertising, including but not limited to physical campaign propaganda and person-to-person campaigning, is prohibited within 50 blocks of a building where a polling place is located, or inside a building containing a polling place; and
(b) candidates are prohibited from loitering in or around a ballot box, including remaining within a 15-block radius of any ballot box, in order to preserve the freedom of voters and prevent any perception of interference or undue influence."
(2) Section 10 of the Electoral Act shall be amended as follows:
"10 - Electoral Officers
(1) Electoral Officers are charged with ensuring that elections are carried out in accordance with the wording and spirit of this act.
(2) Electoral Officers are charged with ensuring that elected offices with activity requirements are met and maintained.
(3) Electoral Officers are charged with serving as the stewards of free and fair elections.
(4) Electoral Officers are strictly prohibited from tabulating/calculating results for elections they are running in.
(5) Electoral Officers may facilitate an election in which they are running only under the strict supervision of another Electoral Officer. This conflict of interest along with the supervising electoral officer shall always be publicly disclosed.
(6) Electoral Officers shall have the obligation to report any and all appearances and actual violations of the Electoral Act and of the free and fair character of an election or referendum to the Secretary of the Department of State.
(a) Electoral Officers shall have the authority to enforce Section 11(2) Restrictions and may instruct any candidate found to be in violation to vacate the restricted area. "
