Establish the Aventura Building Regulations​

The citizens of Aventura, through their elected Representatives in the Town-Council and the force of law ordained to that Town-Council by the people through the constitution of Aventura, do hereby enact the following provisions into the by-laws:

1 - Short Title and Enactment
(1) This Act may be cited as the Aventura Property Standards Act.'
(2) This Act shall be enacted immediately upon its signage.
(3) This Act has been authored by Office of Commerce lcn.
(4) This Act has been co-sponsored by (Looking for co-sponsors).

2- Reasons
(1) To establish building regulations as their own thread under the Town of Aventura forum page.
(2) To reorganize the building regulations to be more clear.
(3) To add regulations to plots where there weren't regulations previously.

3- Jurisdiction
(1) The Aventura Council shall retain jurisdiction to establish regulations outside of this law and to evict properties and fine landlords in accordance with these laws and regulations. These regulations will be listed under the Town of Aventura forum page.

4- Repealed By-Laws
(1) The following by-laws are hereby repealed:
(a) The Plot Limit Act
(b) The Subletting Permissions Act
(c) The Exterior Act
(d) The Residential No Commerce Act
(e) The Market Stall Act
(f) The I'm The Captain Now Act
(g) The Boat Renting Limitation Act

5- Residential Plots
(1) Plots beginning with 'av-r' are residential plots.
(2) Residential plots shall only have houses built on them.
(3) Residential plots shall not contain farms unless they are underground or hidden.
(4) Residential plots shall not contain chest shops.

6- Commercial Plots
(1) Plots beginning with 'av-c' are commercial plots.
(2) Commercial plots shall only have businesses, offices, shops, or apartments built on them.

7- Boat Plots
(1) Plots beginning with 'ab' or 'av-y' are boat plots.
(2) Every Captain must go down with their ship.

8- Island Plots
(1) Plots beginning with 'av-i' are island plots.

9- Market Stalls
(1) Plots beginning with 'av-m' are market stalls. 'av-brewery1' is also a market stall.
(2) Market stalls shall only contain shops.

10- Black Market Stalls
(1) Plots beginning with 'avbm' are black market stalls.
(2) Any item may be sold on black market stalls without legal prosecution.

11- Apartments
(1) Plots beginning with 'av-apt' are apartments.
(2) Apartments shall not contain chest shops.

12- Plot Limits
(1) Residential plots. No player shall own/rent more than one residential plot.
(2) Commercial plots. No player shall own/rent more than one commercial plot.
(3) Boat plots. No player shall own more than one boat plot.
(4) Island plots. No player shall own more than one island plot.
(5) Market stalls. No player shall own/rent more than four market stalls.
(6) Black market stalls. No player shall own/rent more than one black market stall.
(7) Apartments. No player shall rent more than one apartment.
(8) Owning more plots than is allowed in the plot limits will result in an immediate eviction from plots and a $500 fine.

13- Building Alteration Policy
(1) The exterior of buildings on non-island plots cannot be altered without approval from the Mayor or majority vote of the Aventura Town Council
(a) Minor Alteration: $100 Fine + Verbal Warning
(b) Major Alteration: $1000 Fine + Plot Eviction
(c) Demolished Building: $2500 Fine + Plot Eviction
(d) The level of alteration shall be decided by the Office of Urban Development.

14- Historical Buildings
(1) Historical Buildings are approved via the Aventura Town Council by a majority vote and are protected from unpermitted modification.
(2) Modification of these buildings must gain approval from Aventura Town council. The punishment for unapproved alterations are:
(a) Minor Alteration: $1500 Fine + Verbal Warning
(b) Major Alteration: $5000 Fine + Plot Eviction
(c) Demolished Building: $10000 Fine + Plot Eviction
(d) The level of alteration shall be decided by the Office of Urban Development.
(3) Historical Buildings must have a sign visible on their front side that reads "This build is historically protected by the Town of Aventura."

15- Merged Plots Policy
(1) Plots can only be merged with approval from the Mayor.
(2) Unauthorized plot merging will result in an eviction from both plots.

16- Beacon Policy
(1) Non-island plots shall not contain activated beacons.
First offense: $500 fine
Second offense: $500 fine + Plot Eviction

17- Breach of Property Standards
(1) Failing to comply with any part of the Aventura Property Standards Act will incur a penalty unless otherwise provided within this Act.
(a) Per Offense: $250

18- Inactivity Policy
(1) Any player who has no playtime in the last 30 days, or is permanently banned/deported, shall be evicted from their plots.
(2) Any player who owns/rents a plot and has left it empty/unused for 14 days shall be evicted from those plots.
(a) This shall take effect 7 days after this Act is passed.

19- Exemptions
(1) The Office of Urban Development has the power to issue and and revoke exemptions and extensions for building regulation and legal compliance when they are satisfied that either of the following criteria is met:
(a) there is a compassionate and compelling reason requiring an exemption/extension
(b) that the exemption/extension does not undermine the intent of the eviction process
(c) that there is significant progress being made to rectify the breach
(d) in the interests of large-scale development
