Set Government Appropriations for the month of March and for other reasons

1 - Notes
(1)This is by no means an exhaustive list of all expenses, as salaries are impossible to track with our current plugin. Commissions are included.
(2)All government departments, the Legislative branch, and the Judicial branch will receive a monthly budget. The Judicial budget does not include court payouts and fines.

2 - Government Departments
(1) The Department of Justice (DoJ) shall be appropriated $15,000 from the Government Balance for the month of March;
(2) The Department of Education and Commerce (DEC) shall be appropriated $130,000 from the Government Balance for the month of March;
(3) The Department of Public Affairs (DPA) shall be appropriated $45,000 from the Government Balance for the month of March;
(4) The Department of Construction and Transport (DCT) shall be appropriated $250,000 from the Government Balance for the month of March;
(5) The Department of Health (DoH) shall be appropriated $60,000 from the Government Balance for the month of March;
(6) The Department of Environment and Recreation (DER) shall be appropriated $50,000 from the Government Balance for the month of March, and;
(7) The Department of State (DoS) shall be appropriated $30,000 from the Government Balance for the month of March.

3 - Branches and Additional Entities
(1) The Legislature of the Government of DemocracyCraft shall be appropriated $0 from the Government Balance for the month of November;
(2) The Judiciary of the Government of DemocracyCraft shall be appropriated $1,000 from the Government Balance for the month of November, and;
(3) The office of the Attorney General (AG) of DemocracyCraft shall be appropriated $7,000 from the Government Balance for the month of November.

4 - Budget Tracking
(1) In the #budget channel, all departments, branches, and additional entities will be required to report any spending over a certain threshold:
(a) DoJ, report all spending over $100;
(b) DEC, report all spending over $8,000;
(c) DPA, report all spending over $2,000;
(d) DCT, report all spending over $3,000;
(e) DoH, report all spending over $250;
(f) DER, report all spending over $2,000;
(g) DoS, report all spending over $500;
(h) Legislature, report all spending over $0;
(i) Judiciary, report all spending over $0; and
(j) AG, report all spending over $0;

5 - Fiscal Accounts
(1) All Departments shall have a new “Bank” minecraft account, which shall be apportioned the monthly budget by the Treasurer. The names of the accounts shall be:
(a) DCGovernmentDOJ;
(b) DCGovernmentDEC;
(c) DCGovernmentDPA;
(d) DCGovernmentDCT;
(e) DCGovernmentDOH;
(f) DCGovernmentDER;
(g) DCGovernmentDOS;
(h) DCGovernmentLEG;
(i) DCGovernmentJUD; and
(j) DCGovernmentAG.
(2) In the event a budget addition is approved, the correct money will be apportioned.

6 - Constitutional Amendment

(1) Added to Section 1 “The Congress”:
“Once the Congress passes the bill, it is then sent to the President for their approval. If 72 hours pass after the bill is presented to the President or Acting President for assent, the bill automatically receives assent, unless vetoed before the 72 hours have passed or if it is a complex change.”
