Amend the Congressional Process

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Anti-Competitive Legislation Act or ACL Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) Co-sponsored and contributed to by Representative MrPenderweed

2 - Reasons
In the past, Representatives have posed differing bills on the same topic at the same time. Representatives should be working together to discuss and refine bills rather than posing many different versions of the same topic. It shouldn't be that the President has to choose between two different bills changing the same law.

3 - Competitive Legislation
Representatives & Senators will be barred from introducing bills that are in conflict with the terms of another bill already present in either chamber.

4 - Bill Format
In order to propose a bill, it must be co-sponsored by a fellow Representative or Senator. The co-sponsor shall be noted in Section 1 of each bill.

5 - Motion to Recall a Bill
A Representative or Senator may move a motion to have a bill removed from the docket on a point of law. A bill may be struck from the docket with supermajority support.
e.g. The bill is in breach of competitive legislation laws.

This bill is hereby vetoed.
Reasoning:
1)This bill enables Representatives to essentially "fillibuster" real bills from being proposed through the use of proposing similar bills that have bogus cause in them and are guaranteed to be shot down.

Suggestion:
1) I recommend Congress deliberates and votes on similar bills jointly if they are on the floor at the same time and ensures that the better of the two bills is passed.
