Reform Government Wages by amending the Economic Standards Act.

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Another Day Another Dollar Act'

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by End.

(4) This Act has been co-sponsored by TrueDarklander

2 - Reasons

(1) Set standards and expectations for bonuses.

(2) Creates a comparative framework for payment, rather than just vibing who should get what.

3 - Amendments to the Economic Standards Act

(1) The following is removed and replaced:

4 - Government Wages
(1) For the purposes of this section of this Act, the term “salary” refers to the amount of money per 15 minutes of active playtime that an individual receives.
(a) “Active playtime” shall be defined by Staff.
(2) Legislative or Judicial salaries cannot be withheld.
(3) Changes to the salaries of Representatives and Senators (including Presiding Officers’ salaries) take effect following the next election for that chamber.
(4) A Judicial Officer’s remuneration cannot be decreased without the unanimous consent of that occupation (e.g., All Justices must agree on pay decreases to the Justice occupation).
(5) Salary Levels
(a) Level 1: $75/15min
(i) President, Vice President, Speaker of the House, President of the Senate, and Chief Justice fall under this Salary Level.
(b) Level 2: $65/15min
(i) Representative, Senator, Federal Reserve Board Member, Secretary, Justice, and Judge fall under this Salary Level.
(c) Level 3: $50/15min
(i) Chief of Staff, Executive Advisor, Press Advisor, Congressional Staff, Court Clerk, and Magistrate fall under this Salary Level.
(d) The President may decide the salaries that department positions (excluding Secretaries) receive via Executive Order. These salaries do not have to fall under any Salary Level defined in this Act, but they cannot be higher than $75/15 min.
(e) All salaries explicitly listed here within these Salary Levels, along with salaries for Department positions and any other positions that the President explicitly has the power to set a salary for, shall be paid from the DCGovernment balance.
(6) Salary Guide

(a) The Executive will maintain a guide on forums or wiki called 'Government Pay' that will list Government Salary Levels and their associated occupations.


(2) The following is added (read as if all in bold):

4 - Government Wages

(1) Principles.

(a) Apolitical. Salary adjustments must be based on objective factors such as relative workload, fair remuneration, and demand. Salaries must not be withheld for political advantage.

(b) Comparative. Comparable work performed across the public service must receive comparable levels of remuneration.

(c) Performance-Based. Supplementary payments may only be issued where they are supported by demonstrable work or contribution. Bonuses greater than $3000 shall not be granted as routine practice, without justification, or for purposes unrelated to the performance of duties.


(2) Definitions.

(a) Salary. The amount of money per 15 minute interval of active playtime that an individual receives from the Government (external to appropriations).

(b) Active Playtime. As defined by Staff.

(3) Pay Scales

(a) The following pay scales establish a basic legislative framework outlining responsibilities associated with each salary level to inform positional assignment.

(b) Non-cabinet Executive positions and any other position not assigned by Congress In this act are assigned by Presidential Executive Order to levels 0 and 4 through 8.

(c) Assignment of positions to salary levels may be raised or lowered outside of the responsibility descriptor when taking into account required in-game activity, relative workload compared to other public service positions, leadership and institutional responsibilities, necessary skills, demand, receipt of commission, and the level of public scrutiny.

(4) Salary Guide

(a) The Executive will maintain a guide on the wiki called 'Government Pay' that will list Government Salary Levels and their associated occupations as assigned by Congress and Executive Order.

(5) Allowances

(a) Issued at the following rates from the Department Budget.

(i) Department Categories. Categories are assigned by the President to each Department via Executive Order. Secretaries and Deputy Secretaries accrue loading at the defined rate according to the category of their Department. These categories are assigned with consideration to required in-game activity, relative workload compared to other public service positions, leadership and institutional responsibilities, necessary skills, and the level of public scrutiny that the department attracts.

4 - Continuity

(1) The President has one month from the signing of this act to assign positions under their purview to a salary level defined by this act. Until such time, existing pay structures will be honoured.

5 - Amendments to the Judicial Standards Act

(1) The following is removed and replaced:

30 - Case Commission
(1) Case commissions shall be managed by the Judiciary and shall be granted at the following rates for the duration of each case they are presiding over:
(2) Justice: $300 per day;
(3) Judge: $250 per day;
(4) Magistrate: $200 per day;
(5) Payments shall be made according to the time zone of the individual dispensing the funds.
(6) Payments shall be made following a case adjournment.


(2) The following is added:

30 - Case Loading
(1) Case Loading shall be managed by the Judiciary and shall be granted at rates defined in the Economic Standards Act.
(2) Payments shall be made according to the time zone of the individual dispensing the funds.

(3) Payments shall be made following a case adjournment.
