Give the Government a break​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the 'Give The Government A Break Act'.

(2) This Act shall be enacted immediately upon its signage.

(3) This Act has been authored by Angryhamdog and Senator Anthony_org.

(4) This Act has been co-sponsored by Senator Anthony_org.

2 - Reasons

(1) Some holidays are celebrated by significant portions of the DemocracyCraft playerbase and should be formally provided for.

3 - Exemption Days

(1) New Year’s Day (January 1st);

(2) Easter Sunday (Gregorian);

(3) Christmas Eve (December 24th);

(4) Christmas Day (December 25th);

(5) New Year’s Eve (December 31st).

4 - Electoral Holiday Terms

(1) On all days defined by this Act, the Government of Redmont shall be legally exempt from all laws regarding timeframes, including timeframes related to electoral transparency.

(a) The Department of State may conduct elections on these days at its discretion.

(b) Any declarations or ballots filed past the legal deadline shall not be counted, and the Department of State may not close candidate declarations or ballot submissions before the legal deadline, regardless of any exemption granted by this Act.

(2) On all days defined by this Act, the Congress of Redmont shall be legally exempt from all laws regarding timeframes, including the submission and consideration of motions.

(a) The following exceptions shall apply:

(i) Appropriations Acts;

(ii) Motions of Urgent Consideration; and

(iii) Bills related to Motions of Urgent Consideration.

(3) On all days defined by this Act, all deadlines in the District, Federal, and Supreme Courts shall be paused.

It's something that's going to be used very very little. I think Staff overrides the better tool in this situation since they are more adaptable and since problem this bill seeks to fix only happens a few days a year.
 
Abstain, due to my amendment failing the Senate. The wording of this bill could be improved and there are conflicts with timelines set in the Constitution.

:aye: - I see no real problem with this Act. Looking at its intended purpose, if one can support the spirit of the Touch Grass Act, which requires members of Congress to "touch grass" (take a break), then I believe the idea of this Act should be supported as well.

  • New Year (Gregorian) is culturally marked by many, but not widely observed
  • Christmas and Easter are also not widely observed except among Christians
As you can see, the overwhelming majority of players hail from a country where those specific "holidays are celebrated".

I personally believe that a player's right to a break, especially those in Government roles who may have specific legal requirements to undertake Government actions/functions on those particular holidays, far trumps the vague right to a speedy trial and the mandatory procedures required by Congress and elections.

This statute, when used in conjunction with Staff action, provides a solid mandate to allow people to celebrate holidays without being inundated with silly requirements that could result in legal action or removal from their positions.
 
Nay - These dates are religious in nature and I believe that any such break should be done through staff authority or some type of executive discretion.

Edit: hearing feedback on everything, I am changing my vote. I think I was short sighted in reading this at first glance.
