Pending Originate New Player Starting Balances from DCGovernment - March 2025

1. Justification
In order to have more granular control over how money is printed into the economy, the starting balance for players should originate from the Government

2. Proposed Changes

Add an /eco take command to the Newbie kit players receive when they first join the server, which removes the same amount of money dispersed from the DCGovernment Vault balance to new players when they join the server for the first time.

3. Implementation
Within 24 hours of the Board's approval, the FRB shall notify Staff to implement these changes.
