The Council of Klondike hereby enacts, through the provisions established in Article IV of the Klondike Constitution, to: Amend the Constitution.

I. Short Title and Enactment
(1) This Act may be cited as the “Klondike Dictatorship Act”
(2) This Act shall be enacted immediately upon its signage.

II. Reasons
  1. It's hard to find players who are interested in running for town government.
  2. Elections take a lot of time and effort.
  3. Having elections enables players who do not have serious intentions with council to be elected.
  4. Having indefinite council terms makes it easier for councilors to continue projects they were working on prior without the stress of having to be reelected.
  5. Eliminating council terms and elections ensures the mayor can maintain an active and productive council.

III. Terms

1. Article II of the constitution shall be amended to the following:
ARTICLE II – THE LEGISLATIVE


The Legislature of Klondike consists of a unicameral Town Council comprised of seven members including the Mayor, the Deputy Mayor, and five Councilors.

The Klondike Town Council has the power to author, propose, and pass laws of any relations relating to the governance of Klondike through a majority of its members with the only stipulations that such legislation may not conflict with laws passed by the Federal Government of Redmont and any bill which intends to modify this Constitution must abide by the process outlined in Article IV.

Each Councilor member of the legislative in the Klondike Town Council serve in terms that expire 3 months following the conclusion of the previous general Council election indefinitely, or until they eventually decide to resign, or are removed by the rest of the council. This does not include the Executive branch of the Klondike Town Council.

6 days prior to the conclusion of Councilors' 3 month terms, the next general election shall begin for all Councilors, consisting of a 2-day declarations period, 2-day campaign period, and 2-day voting period. The 5 players who receive the most votes among the candidates for any Council seat during any given general election shall enter office upon the start of the next term. The election months are as follows: January, April, July, and October. The terms begin on the 7th day of the month and end on the 7th day of the month.

Should there be an intra-term vacancy within the Council, the Council may choose to either proceed with mayoral appointments (and subsequently, a special election if no nomination can be made) or trigger a special election for the seat. Mayoral appointments shall be confirmed with a simple majority vote. Special elections shall consist of a 2-day declarations period, 2-day campaign period, and 2-day voting period. The player who receives the most votes for the vacant Council seat during any given special election shall enter office immediately. Any Councilor appointed or elected to an office following a vacancy shall serve for the remainder of the respective Council term.

Any candidate for a Councilor position must have at least 72 hours active total playtime and 12 or more hours of playtime in the last 30 days prior to declaring their intent to contest a seat in a general or special election. They also must be a Klondike spawning or non-spawning resident and own any defined land region within the town of Klondike.

2. Article V shall be amended to the following:

ARTICLE V - VOTING REQUIREMENTS

In order to vote in the Klondike Town Council elections, players needs to meet these requirements: In the event there is a special election to fill a vacant seat in the Klondike Town Council, voters must have met the following requirements to vote:
  • Has accrued 72 hours active total play time and 12 or more hours of playtime in the last 30 days.
  • Is an active participant in the community, in-game, on discord, and forums.
  • Is a Klondike spawning resident or non-spawning resident.


3. Article VI shall be removed from the Klondike Constitution

ARTICLE VI - REQUIREMENTS TO RUN FOR COUNCIL
  • In order to run for the Klondike Town Council, players needs to meet these requirements:
  • Has accrued 72 hours active total play time and 12 or more hours of playtime in the last 30 days.
  • Is an active participant in the community, in-game, on discord, and forums.
  • Is a Klondike spawning resident or non-spawning resident.
  • Holds any defined land region in Klondike.
