STATE OF THE GOVERNMENT

The purpose of the State of the Government Reports is to increase Cabinet transparency and provide an insight into the happenings on the Government. This information is provided in good faith and although it may be listed here as a goal, it may not occur. This report simply outlines Government achievements, plans, and goals.

PRESIDENTIAL ADDRESS

The second full month of the Austin & Vanq administration has passed. Together, we have formed a government that has placed an emphasis on progress and transparency. This past month, we opened the department discords to the public ensuring that each Secretary & Cabinet as a whole is held accountable by the public.

In addition to this, Vice President Vanquish and I have worked incredibly hard with each Secretary to begin implementing new policies that finally bring some real change and progress to our government. We’re sick and tired of stagnancy and I know the public is too. Change is difficult but change is necessary. The public can expect that in the coming months of our administration, we will continue this trend of progressive policies to ensure that our government is one for the people, always.

It has been my honor serving as your President and I’m elated to continue in the coming months, I hope that together we can achieve greatness.

- We have establish a commercial expansion plan with a clinic and a park​
- We have re-opened the Town Store so the residents could sell materials to us for building the expansion​
- We have started to build the expansion + re-work on the exit from the highway​
- We got an agreement with DCMMA and the Redmont Government for hosting 2 events in Oakridge Stadium, but both of them have been cancelled.​
- We established a Bus System in Oakridge, the first one in a town.​

Goals
- Finish the current commercial expansion and release it by the 1st week of August​
- Work on the Ranch expansion, which will be southwards and we plan on release it by the end of August or the beginning of September. The Ranch plots are the other type of "industrial" plots in Oakridge, which are basically for wood and farming and those things.​
- We also want to fix the current plots (regionless plots, names, ownerships...)​
- We will make designs for advertisements​
- We will host a meeting with some business owners in Oakridge to see how they are doing and what they need.​

DEPARTMENT OF EDUCATION & COMMERCE

Message from the Secretary:

Department Accomplishments:

Non-Profit Act: This Act, long unenforced, is now live and supported by the Government. Non-Profits will be eligible to apply for Operating Grants from the DEC, which are capped at $10,000.00 per month. In addition, private individuals and companies can donate to non-profits and claim refunds of 50% (capped at $100k per month) from the Government. Specifics of the Charitable Rebates program can be found in the DEC Discord Server.

Deposit Insurance: All banks that register their bank status with the DEC in the DEC Discord server will be eligible for Deposit Insurance. All clients with deposited funds will be protected up to $10,000 per account, not including accounts held by bank executives. This will protect the public from scams and mismanagement, boosting consumer confidence in the financial sector.

Fisherman Job: The DEC and Staff have finally completed the Fisherman job! You can get this job in the vocational building at the University, which allows you to be paid for fishing similar to how Mercenaries are paid for killing mobs. Company Pruning: 145 companies whose owners have been offline for more than 2 consecutive months were pruned. This resulted in the Government collecting $441,538.67 from players that have left the server. Of course, we are keeping record of those affected and anyone who returns from an extended absence and notices their company missing may create a DEC ticket and reclaim their lost funds at any time, no questions asked.

Company Creation Reform: Primarily to combat tax evasion, the company creation process is being dramatically modified. Only registered companies will be allowed to be created in game going forward. All unregistered companies that already exist will be allowed to continue existing. How will this work? By default, no one will have access to the /cm create command. After registering your company, the DEC will grant you the permission to create an in game company. After you have created an in game company, your permissions to create in game companies will again be revoked. Any companies created during this time that were not approved will be disbanded and their funds seized as penalty for permission abuse. The cm create command will now automatically deduct the $500 company creation fee.

Professions: The Mechanic and Armourer jobs became Professional jobs. This is due to the jobs' rather extensive use of plug-ins which require more know how than the Regular jobs. Regular jobs are meant to be incredibly intuitive and straightforward, this adjustment will keep pace with that general standard.

Share Cap Raised: For a long time the number of shares a company could issue was capped at 100. Starting after the next server restart, companies may issue up to 10,000 shares! This should allow companies to issue more shares at a lower price per share, as well as increasing the number of shares in circulation. This will make investing more accessible to all citizens and will make proper bid/ask pricing a more viable solution to running stock exchanges. Quick little something for the companies that already have shares out in the wild: Do a stock split. How does this work? Have all the shareholders return your shares, take the company off the market, put the company back on the market with a higher number of shares, then redistribute shares to shareholders proportionally. If someone held 5 of 100 shares beforehand, give them 5% of whatever your new number of shares is. That way everyone's investment, dividends, and controlling interest is protected while increasing the number of shares your company has.

Department Goals:

Executive Summary: The DEC’s primary objective in the month of August will be to combat deflation since it negatively affects both active businesses and workers, helping only those with large sums of cash as their money increases in intrinsic value. There are many ways to increase the prices of goods, however it is important that it is done in such a way that poorer players aren’t made unable to afford goods. We intend to do this by targeting our existing grant systems, restarting tender programs, and finally initiating hiring subsidies. These plans give an upper hand to businesses that hire human employees, develop innovative business strategies, and price their goods realistically. However, decreasing deflation is done by causing controlled inflation. This comes with a very hefty price tag, and we can expect that the DEC may spend upwards of $250,000.00 throughout the month of August.

Grants: Over the last 14 days, we have spent $55,000.00 on various company grants. Especially given the new initiatives to make grants more accessible, we can easily project to spend at least $100,000.00 on grants over the course of the next month. These grants are essential to boosting the development of new, innovative businesses however the DEC will begin to heighten its standards for accepting grants for businesses seeking to enter crowded industries in an effort to combat over competition and deflation.

Tender Programs: The DEC and the DCT will work together to initiate tender programs for key builds and other projects around the country. However, in an effort to combat deflation, we will not be seeking the absolute cheapest supplier, but rather make partnership decisions based on hiring numbers with companies that sell their products for slightly above the average, to encourage other companies to raise material goods prices. We have little data to find a specific price tag for these programs, but $70,000.00 should be sufficient and if not we can always request emergency funding.

Hiring Subsidies: The specifics of this program are still a work in progress, but we are now confident that we will be ready to launch this program within the next month. Since this will not be in effect for the entire duration of the month as details still remain unresolved, it is unlikely that this program will cost more than $30,000.00.

Charitable Rebates: This new program seeks to boost donations made to non-profits, however it remains to be seen how popular it will be. Individuals are eligible to receive up to $100,000.00 in rebates per person, but it is unlikely that anyone will claim the maximum rebate any time soon. We believe it is unlikely that this program will cost more than $30,000.00 over the next month.

Internal Commissions: The DEC uses internal commission systems on occasion to subsidize the completion of tedious, usually data collection related tasks. This gives our employees a boost in money in exchange for completing tasks that are absolutely essential to informing our decisions on where the economy is and how it should be moved. We do not expect to spend more than $20,000.00 on such programs.

DEPARTMENT OF PUBLIC AFFAIRS

Department Update:
This month the DPA reorganized everything discord wise and procedure wise. We also removed the guide job completely. We got a new deity secretary huney69. The DPA has ad a spike in requirements we now have tons of event coordinators which is amazing!

I resigned however our goals were to push out more events and get the debate officer job more full. We want to make our social media more active as well.

DEPARTMENT OF CONSTRUCTION & TRANSPORT

Department Update:
This month, the department has made significant strides on its previous goals. The Hamilton road project has officially been completed, with the roads improved to be more modern, with better sidewalk decorations. The first phase of the western plot expansion has also been completed, with over 100 new plots being released to the public. On the other side of the department, building inspectors have collectively written 106 reports as of July 28th, significantly contributing to the plot market, allowing brand new landowners to get a plot for the first time. This has been one of our biggest months yet, completing one major project and one part of another major project. The Redmont Embassy has been completed as well, and it now stands proudly in Stratham.

Department Goals:
Next month, I would like the DCT to finish or get close to finishing another portion of the western plot expansion. As adding 100 new plots to the market is a significant addition, we may hold off on actually releasing the new plots next month. The new aquarium will be getting underway, and possibly the new museum as well. I hope that the building inspectors can make another 100 reports in the month of August.

Department Update:
Throughout July the Department of State fulfilled it's duties by holding a number of elections and by liaising with key stakeholders in the Government in relation to towns and the department's other constitutional functions. The Department of State, throughout July, also engaged in discussion on matters pertaining to concerns with the Department of Education and Commerce.

Department Goals:
Throughout August the Department's focus will be to refine and address points of improvement raised by towns. Furthermore, the Department will work to have the August State of the Government Report released earlier into September.

- Finally announced that Paramedic Licenses will be issued.
- Quarantine room is currently being planned at Hamilton City Hospital.
- Empty room in the DOH Government building is done.
- Contagious Diseases Act.
- First Department Meeting.

Department Goals:
- Complete Paramedic Licenses.
- Quarantine room should at least be started. To add to this, the Aventura supply room should see some progress.
- More department meetings. Especially with MS.
- Update Medical Specialist training scripts.
- Start and evaluation scripts.
- Write department policies in the discord channel, and then make one on forums.

Department Update:
The DER finished landscaping Aventura's edges to make it fit in better, accepted and trained several new rangers, and continued to keep wild warps beautiful.

Department Goals:
Finish construction of new shelter to separate strays from the rest of the animals to reduce lag, collaborate with Aventura on the development of private player islands.
