Establish a process to recognise City-States​

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the "Recognition of City-States Act November 2021" or “RCSA November 2021"
(2) This is a symbolic bill , should not be voted and should be rescinded at the end of the 9th Congress.
(3) This act is co-sponsored by Representative ReinausPrinzzip.
(4) This bill establishes a process to recognise City-States.


2 - Reasons
During DC history, several people have been forming small communities in the wilderness, making small unofficial towns and unofficial countries. Some of them have fallen inactive, but some of them have kept activities and have potential to be fully independent, but as we stand right now, they must follow Redmont’s laws. That is why this bill is introduced, so these small communities that have kept active can be recognized as City-States and manage themselves independently from Redmont. With this bill, the staff team won’t have much more work than they have currently and the Owners will have a say on these City-States as it affects the server.

Talking from a server side, this will bring more features to DC, making it more enjoyable and attractive. It will also give a bit more things to do to the ambassador and the DoS of Redmont.

3 - Definition and Jurisdiction of City-States
  1. A City-State is an autonomous state consisting of a city.
  2. A City-State Jurisdiction resides on the size of the city in the moment of the Recognition from the Redmont Government and will have a region of the same size. The Redmont and the City-State Governments have to negotiate how the City-State will get the concession of land.
    1. The City-State cannot have wilderness land within its territory.
  3. If a City-State wants to expand its territory, they will have to establish diplomatic relations with the Redmont Government and negotiate.
  4. A City-State won’t have a new forum. The City-State Government will have to establish their own Discord Server as a Government Discord Server where they will manage all Government matters and will have to be owned by one of the server owners. This is similar to the Town Discords.
    1. The City-State's Laws must be shown in Discord.
    2. The City-State has complete freedom to write their own Constitution. They have to publish their Constitution in their discord. They must have a democratic system in which the highest government position needs to be elected.
  5. The DC General Discord Server will still be used by the City-State citizens.
  6. The Redmont Airport will become the Redmont International Airport and there will be a destination to get to City-States.
  7. The City-State is allowed to have districts but not sub-towns.
    1. Districts should be understood as areas with a similar building style and/or function (CBD, Residential area...).
    2. Districts can have a delegate to help the Government, but cannot act as a Town Mayor or similarly.
  8. Diplomatic relations between City-States and the Redmont Government can be established through Embassies in both territories.
    1. A player can decide to get a Redmont citizenship or City-State citizenship. Multiple-citizenship would not be available.
    2. Visitor status can be given to citizens.
    3. The diplomatic relations between server must be dealt by the Redmont Government and the City-State must comply with the treaties achieved by Redmont.
    4. Both Governments must recognize all the institution of each other. In a situation where the City-State doesn't recognize any Redmont Institution, they would lose the recognition and autonomy.
  9. City-States can have their own Judicial System, but the Redmont Courts would act as an International Court in a case where a lawsuit is issues that affects both territories.

4 - Recognition Procedure
  1. The Secretary of State can propose to the President to consider the recognition of an independent City-State.
  2. The Congress can propose a Resolution to the President to consider the recognition of an independent City-State.
  3. After a Consideration arrives at the President’s desk, the President will be allowed to sign an Executive Order to recognize an independent City-State within DemocracyCraft with the approval of both Owners of the server.
    1. The lack of any of these 3 approvals will mean the rejection of this consideration and won’t be allowed to be re-considered for 2 months.
    2. A President can only recognize 1 City-State per term.
