Create political party’s plot limits

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the "Political Party’s Plot Limits Act" or PPPL Act for short.
(2) This Act shall be enacted immediately upon its signage.
(3) This bill was authored by Sen. Black_ven0m

(6) This Bill has been approved by DCT secretary Deadwax


2 - Reasons
(1) Due to a recent leak from News Company ‘Cosselz News’ where there is a suspicion a Political Party will try to claim a lot of plots within the new city, Revelle. This would hurt the player base as now they can’t buy those plots. Political parties should aim to help the public, not take potential plots from them.

3 - Terms

(1) The party must be approved via the DPA
(2) The party must summit a request to the DCT with an already completed build which will be granted a ‘Political Party Plot’ status tracked by the DCT.
(3) If the party is de-registered, the current owner of the party must let the DCT know and the plot will be evicted unless converted to have a commercial purpose and the PPP status will be removed.
(4) Failure to stick by only 1 plot allowed will result in $5,000 fine issued by the DCT and a Non-compliance eviction notice per plot exceeding 1.
(5) The definition of an ‘Political Party Plot’: A PPP, Political Party Plot, must be a building with over 10 rentable offices within them. It must hold no less than 5 pictures of the respected party’s logo.
(6) This plot is still subject to all eviction regulations and is not exempt from said regulations.
(7) The plot must be owned by the current party leader.
(8) this plot is counted toward the total plot count of the party leader according to the Property Fairness Act
 
Nay
1. There are a significant amount of loopholes within this law. For example, a plot with 9 offices in it is not a PPP.
2. Why? Political party activity has many positive impacts on server retention rates and is the cornerstone of the server.
3. This bill is unconstitutional:
XIII. Every citizen is equal before and under the law and has the right to equal protection and equal benefit of the law without unfair discrimination and, in particular, without unfair discrimination based on political belief or social status.
4. This bill is an unnecessary administrative burden on the DCT.
5. The reasoning behind this law is untrue. The political party in question does not plan to own plots, rather have its representatives establish a singular office.
6. This is an overbearing law.
7. If interpreted without all of the loopholes, it would disallow a party from having an office in each town.
