Limit the number of pets permitted to follow someone​


The people of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
  1. This Act may be cited as the “Pet Limitation Act”
  2. This Act shall be enacted immediately upon its signage.
  3. This Bill was authored by Representative ElainaThomas29
  4. This Bill was made in collaboration with DoJ Secretary JoanM999, DER Secretary Vanquish, and DoJ Deputy Secretary ElainaThomas29

2 - Reasons
  1. There has been an issue seen recently of citizens having 15 animals or more tamed and following them, causing lag on the server.

3 – Terms
  1. If a citizen has more than 10 tamed or owned pets following them, they will be fined $20 per extra animal, jailed for 5 minutes, and asked to surrender any extra animals to the DOI’s animal shelter.
  2. If the citizen does not surrender the pets or make the pets stop following them, they will be fined $5 per pet and the animals will be forcibly returned to the DOI.
  3. The DoJ will handle the fines, and the DOI will be contacted for the return of the pets. This is because only members of the DOI have access to the /petm command that is required for the pets to be returned.
Note: DOI Employees who are bringing pets to the shelter are exempt for the duration of their trip.

AYE - This is just a simple issue of preventing lag, players should not be able to play Pied Piper at the expense of other players performance.
 
This bill is hereby granted assent and is signed into law.

Assent is given in the interest of lag prevention, however I would highly encourage this law be amended to include a first offense punishment of a verbal warning, immediately fining and jailing people without warning is highly likely to be controversial.​

(3) The Act has been co-sponsored by: Rep. Rurge

2 - Reasons
(1)- A lot of people ignore this law
(2)- It forces people with more than 3 pets to not care for them
(3)- The law is rarely enforced
(4)- Removing it fully can cause problems so the point is to up it by a little bit

3 - Enactments
(1)- Change "If a citizen has more than 3 tamed animals following them.
Per offence: 10 minutes Jail + asked to surrender any extra animals to the DER’s animal shelter.

(5) This bill was approved by Justice Secretary ElainaThomas29 and Environment Secretary Teuntje1234567.

2 - Reasons
(1) The current law states that “If a citizen has more than 5 tamed animals following them.
Per offence: 10 minutes Jail + asked to surrender any extra animals to the DER’s animal shelter.”
(a.) The wording here says “asked to surrender,” which means that once asked the perpetrator of the crime can refuse and continue bringing their pets around (and increasing lag in the city). There are no additional punishments or ways for this law to be enforced.
(2) Rangers sometimes have more than 5 pets following them when they are rescuing the pets from the streets or from an abandoned apartment. To save time in line with their official duties, they should be allowed to have more pets following them for the duration of the trip.

3 - Amendment
Change the terms of the Pet Limitation Act
From:
9.2 - Pet Limitation
If a citizen has more than 5 tamed animals following them.
Per offence: 10 minutes Jail + asked to surrender any extra animals to the DER’s animal shelter

To:
9.2 - Pet Limitation
If a citizen has more than 5 tamed animals following them.
Per offence: 10 minutes Jail + asked to surrender any extra animals to the DER’s animal shelter
If the citizen does not surrender the pets or make the pets stop following them, they will be fined $5 per pet and the animals will be forcibly returned to the DER.
Note: Rangers who are bringing pets to the shelter are exempt for the duration of their trip.


Adds additional terms below:

(2) The DER has been rebranded to the DoI
(3) 10 minutes jail is far too long per offense
