VOTING REGULATIONS

1. Who can vote?

  1. Citizens that have taken the Residents exam are eligible to vote:
  2. The residing Town Council Advisors, the Deputy Mayor, and The Mayor will also have access to vote as long as they have taken the Residents Exam.
  3. The candidates running in the election also gain the right to vote in order to help pursue their campaign.
2. Registration of voters
  1. A 'registered' voter is defined as A citizen that has taken the Resident Exam in Oakridge
MAYOR OFFICE

1. Deputy Mayor
  1. The position of Deputy Mayor is to be formalized and utilized under the circumstances:
    1. The Mayor is incapable of being active for an extended period.
    2. The Mayor is incapable of executing their duties competently.
    3. The Mayor requires immediate representation in some manner but is incapable of being present.
    4. A transitionary period between Mayorships in which there is no acting Mayor occurs.
  2. The position of Deputy Mayor is an appointed position by the Mayor.
2. Chief of Staff
  1. The position of Chief of Staff is to be formalized and utilized in order to:
    1. Perform citizen satisfaction polls and obtain lists of citizen concerns in order to formulate bills around them.
    2. Present formulated bills to the Town Council for mediation.
    3. Advise the Mayor in matters related to the town’s well-being.
  2. The position of Chief of Staff is appointed position by the Mayor.
3. Jurisdiction
  1. The Offices of Deputy Mayor and Chief of Staff are permitted to draft their own bills and present them to the Town Council for deliberation regarding changes made for the purposes of:
    1. Compromise;
    2. Added efficiency;
    3. Legal clarification;
    4. Language clarification
  2. The Town Council and Mayor retain this right by default and must also engage in this process.
  3. The acting Deputy Mayor Has the ability to temporarily occupy the Mayoral Office if the Mayor is removed due to incompetence or an inability otherwise to execute his or her duties faithfully.
  4. The acting members of the Offices of Deputy Mayor and Chief of Staff are disallowed from filling both their respective positions as well as that of the Mayorship at once for a permanent period.

3. Eminent Domain Act
  1. Reasoning: When the Town of Oakridge needs to make way within the town for future buildings, it has the right to evict residents with fair compensation.
  2. Upon approval, the Eminent Domain bill is to be amended into the Oakridge bylaws with the following
    1. The constitution of Oakridge specifically grants the Office of Urban Development and the Office of the Mayor the right to evict anyone from their plot with a 48-hour notice.
    2. To abide by the Right XIV of the Redmont Constitution, the Township of Oakridge will offer fair compensation to plot owners whose plots are being repossessed by eminent domain. Anyone who is
      evicted from their plot could receive a minimum of $500 from the Oakridge municipality.
    3. Residents have the right to negotiate with the Township of Oakridge for the price of their plot. Both parties have 72 hours to come to an agreement before the plot is reprocessed by the Town of Oakridge.
SUCCESSION LINE

1. Succession Conditions
  1. A line of succession is set in the event that an elected Mayor is incapable of conducting his or her duties.
  2. An elected Mayor is considered incapable of conducting his duties when he or she is:
    1. Incapable of being active for a specified amount of time;
    2. Inactive without an apparent reason for an extended period of time; or
    3. Found unfit for office by the Town Council.
2. Succession Line
  1. If an elected Mayor is incapable of conducting their duties their seat will, through the provisions of the Government DLC Bill (Mayor Office Section), be filled by the office of the Deputy Mayor.
    1. In the instance that an elected Mayor is to return at a later date the Deputy Mayor must relinquish power upon that date so that it may be once again provided to the office of the Mayor.
    2. In the instance that an elected Mayor is incapable of returning to office through incompetence, then the office of Deputy Mayor fills their seat.
  2. If the Deputy Mayor is incapable of conducting their duties their seat will be filled by the office of Chief of Staff.
    1. In the instance that an elected Mayor, or Deputy Mayor, is to return at a later date they must relinquish power upon that date so that it may be once again provided to the appropriate office.
    2. In the instance that an elected Mayor is incapable of returning to office through incompetence, and the Deputy Mayor is similarly incapable of activity, the office of the Chief of Staff is to act for the office of Mayor.
  3. If all three parties are incapable of activity the Town Council Advisors must take it upon themselves to govern Oakridge until one of the said parties is capable of returning.
    1. All decisions within this time frame must be made on a ⅔ referendum through the Town Council.
      1. No decisions may be made by the Town Council that fundamentally change the workings of the city or have a significant impact on its operations.


BILLS PROCEDURES

1. BIlls Procedures
  1. Drafts shall become formalized as bills upon ⁴⁄₆ referendum among all members of the town government.
    1. This referendum comes with the obligation that the Offices of the Mayor, Deputy Mayor, and Chief of Staff alongside all members of the Town Council must be engaged in the deliberation and voting process in order for bills to be formalized.
  2. Bills shall become formalized as laws upon ⁴⁄₆ referendum among all members of the town government.
    1. This referendum comes with the obligation that the Offices of the Mayor, Deputy Mayor, and Chief of Staff alongside all members of the Town Council must be engaged in the voting process in order for laws to be formalized.
2. Amendments and Removals
  1. The Mayor, Deputy Mayor, Chief of Staff, and Town Council retain the right to amend laws for the aforementioned purposes in the case that a previously passed law:
    1. Requires clarification;
    2. Is out of date;
    3. No longer reflects the best interest of the people and/or the town;
    4. No longer retains support from the Town Government and/or the people.
  2. In order for a law to be amended a ⁴⁄₆ referendum must be reached among the members of town government as laid out in the Jurisdiction point of the Office of the Mayor Section.
    1. “Out of date” is taken to mean “no longer applicable; accepted; desired; or necessary” within this document.
  3. The Mayor, Deputy Mayor, Chief of Staff, and Town Council retain the right to later repeal laws entirely in the case that a previously passed law:
    1. Is out of date;
    2. No longer reflects the best interest of the people and/or the town;
    3. No longer retains support from the Town Government and/or the people.
  4. In order for a law to be repealed entirely the same ⁴⁄₆ referendum must afterward be reached among the members of the town government.

COMMERCE AND INFRASTRUCTURE REGULATIONS

1. Theme Diversity
  1. Diversify the buildings and businesses within Oakridge with different themes. Oakridge will have to preset themes for various shops and buildings within Oakridge to diversify our economy and businesses.
    1. Specific shops and areas of Oakridge have set themes by WHICH you must abide. These shops will have their theme posted on a sign near the entrance of the building
