Define and regulate Labor Unions in the context of Remont

The people of Democracy Craft, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the ‘Labor Union Act'
(2) This Act shall be enacted immediately after signing.
(3) This bill is authored by Rep. RandomIntruder.
(4) This Act has been co-sponsored by: Sen. avelanie

2 - Reasons
(1) To define the roles and responsibilities for Labor Unions in the context of Redmont.
(2) To create tax advantages but limited choices for Labor Unions to allow fair taxation and promote worker’s rights.

3 - Terms
(1) A Labor Union will be defined as a special type of legal entity created by workers in the same trade or profession(s) formed to protect and further their rights and interests.
(2) Labor Unions must be registered on the Business Portal with the word Union in the title.
(3) Labor Unions may start Organized Strikes, defined as a collective agreement by at least 70% of the members of the Labor Union to avoid working until certain agreements or requests are met.
(4) Labor Unions will have Members who must be and remain part of the Trade/Profession(s) during the time duration of the Membership.
(5) Labor Unions may only receive income due to donations and Member Fees.
(6) Labor Unions may only use their funds for the purposes listed in Section 4.
(7) Labor Unions will be granted Tax Exemption as listed in Section 5.

4 - Labor Union Funds
(1) Labor Unions are only allowed to spend their funds on the following purposes:
a. Payment for members participating in an Organized Strike for no more than $2,000 every 7 days.
b. Payment for members involved with Union Related Lawsuits.
c. Payment for no more than 1 Commercial Plots for headquarters of the Labor Union.
(2) Should the DoC determine that there has been misuse of Company Funds, the Labor Union will be:
a. Fined the amount misused + no more than $5,000 for First Offence
b. Fined the amount misused + no more than $20,000 for the Second Offence
c. Fined the amount misused followed by the disbanded for the Third Offence.
d. Should a Labor Union be forcefully disbanded, they will be allowed to reapply after 30 days.

5 - Tax Exemption
(1) Labor Unions with at least 20 Members may apply for tax exemption by commenting on their Business Registration. DOC will then approve or reject the application.
(2) Labor Unions who are tax exempt must keep an up to date record for the DoC of the following:
a. Member List
b. Membership Fees Collected
c. All Donations made to the Labor Union
d. All costs of the Union.
e. All other company deposit and withdrawals.
(3) The DOC reserves the right to terminate the Tax Exemption of any Labor Union should it fall below the 20 Member requirement or should it fail to report any income or costs.
