CONSTITUTION

PREAMBLE


Farmers and citizens around hereby establish this mandate to ensure a local government that is stable, active, and democratic. This constitution establishes an executive and legislative that works directly together in the interests of the town.


I. THE EXECUTIVE

(1) The Executive of Willow shall consist of the Mayor, Deputy Mayor, and any additional roles created through the town’s legislative process.

(2) The Mayor and Deputy Mayor are elected for a term of 4 months.

(3) The Mayor is the leader of the town, and shall retain the following powers:
a. The Mayor may veto any bill passed by the town legislature.
b. The Mayor may oversee and manage the town of Willow and its assets.
c. The Mayor may hire, fire, and manage any persons employed by the town of Willow, including but not limited to: Deputy Mayor, Advisors, and council members.
d. The Mayor may override decisions made by Deputy Mayor and/or council members.

(4) The Deputy Mayor will assist in the duties of the Mayor, and shall retain the same powers of the Mayor in their absence.


II. THE LEGISLATIVE

(1) The Legislature of Willow shall consist of a single unicameral Town Council which shall consist of the Mayor, Deputy Mayor, and council members.

(2) The council members will report to the office of the mayor. Willow has 5 generic council positions. All members hold the same amount of power over each sector of the town. They serve as a team.

(3) While also serving on the Council, the Advisors will also advise the Mayor and Deputy Mayor on ideas and plans related anything town related.

(4) The Legislature of Willow will retain the following powers:

(5) The Council may create, modify, and amend the laws of Willow via a majority, with the exception of constitutional amendments.

(6) The Council may motion for an action, declaration, and anything else prescribed in this Constitution via a majority.

(7) The Council may amend the Constitution as prescribed by Section V of this Constitution.

(8) The Mayor has the discretion to add and remove any additional Special Advisors for special projects outside of the prior mentioned portfolios.


III. ELECTIONS

(1) Mayoral Elections
a. An election for Mayor and Deputy Mayor is to be held every 4 months
b. A Mayor candidate must meet the following requirements:
i. Has Willow resident role
ii. Has 12 hours of playtime in the past 30 days
iii. Has 120 hours of total active playtime
c. A Deputy Mayor candidate must meet the following requirements:
i. Has Willow resident role
ii. Has 12 hours of playtime in the past 30 days
iii. Has 72 hours of total active playtime

(2) Advisor Elections
a. An Advisor candidate must meet the following requirements:
i. Has Willow resident role
ii. Has 12 hours of playtime in the past 30 days

(3) If a candidate is elected in both the Mayoral election and Council election they automatically forfeit the Council seat, with the Council seat being awarded to the next candidate in line according to number of votes

(4) Elections shall be overseen by the Department of State

(5) The Willow resident role is required to vote in elections


IV. RELATIONSHIP TO REDMONT

(1) All laws passed by the Federal Government of the Commonwealth of Redmont are to be binding and enforceable within the bounds of Willow.


V. AMENDMENTS

(1) Any bill which seeks to modify this Constitution must receive unanimous consent from the Town Council.
