RESOLUTION
TO
Contract Private Individuals for Government Infrastructure

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress, do hereby formally enact this non-binding resolution, as a request to our Government:​

1 - Short Title and Enactment
1.) This Resolution may be cited as the “Contractors’ Resolution”
2.) This Resolution may be enacted either: (a) immediately upon its signage or; (b) upon the next round of DCT budget allocations as seen fit by the DCT.
3.) This Resolution was penned by Trentrick_Lamar with input from LilDigiVert, Krix, and FriedPotaters.

2 - Reasons
1.) The government does not always have the manpower capable of investing into infrastructure on a large scale due to the tenuous and painstaking work it is to be a constructor.
2.) The government can forgo an inability to implement infrastructure for the aforementioned reason by contracting private individuals and their companies to do the same work.
3.) Contracting said individuals and their companies may cause economic stimulation through providing them with the means to engage further in the market, either as a business or an individual.

3 - Funding
1.) Congress may appropriate funds to the DCT specifically to pay for outsourcing construction projects to Private Contractors. In order to use this funding appropriated for Private Contract Outsourcing Projects (PCOPs) the DCT must follow the process outlined in Section 4 - Process and Provisions.
1a.) The percent of funds for the hiring Private Contractors out of the total budget appropriated to the DCT each month is to be determined by the DCT​
1b.) The total amount of money set aside for Private Contractors is to be sent to the DEC for oversight within the auditing department in order to ensure funds are used as intended.​

4 - Process and Provisions
1.) The DCT are to put up applications on the forums for contractors and/or their companies to take upon the job which are to be reviewed at the DCT’s discretion.
2.) The DCT are to utilize the DC Tenders program through the DEC to appropriate the required amount of blocks for a given build for the most competitive value.
3.) In the instance that the government wishes to have an area meant for private enterprise developed they may contract said chosen individual or company to develop it, after which the individual or company retains ownership over said property in exchange for having developed private-sector land.
3a.) During the building process the DCT retains complete creative authority over the project in order to ensure its cohesion with the rest of the city.​
4.) In the instance that the government wishes to have an area meant for federal property developed they may contract said chosen individual or company to develop it, after which the individual relinquishes ownership over said land and is paid only for their work.
4a.) During the building process the DCT retains the same creative control as outlined by §4.3a​
5.) Chosen contractors and/or their companies are to be paid an amount negotiated between themselves and the DCT following the completion of their project and are to be provisioned the blocks to put together the desired build prior to.

Aye - Good way to give some work to the citizens with something that has a sense.
