Provide for increased political participation and political awareness within the community​

The people of the Commonwealth of Redmont, through their elected Representatives and Senators in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment
(1) This Act may be cited as the “Community Congressional Offices Act”.
(2) This Act shall be enacted immediately after it has been signed into law.

2 - Reasons
(1) Congress people are currently afforded a publicly-funded office within the Capitol building, however there is no support for Congress people who would like to have offices out within the community.
(2) As a representative democracy, it is important to have political representatives present and visible within cities and towns.
(3) Community Congressional Offices are an opportunity for Congress people to base their operations from outside of the Capitol building and to display their work and policies in prominent locations.

3 - Office Grant
(1) Eligible Representatives and Senators will have access to $10,000 from the Legislative Budget for the purposes of:
a. Purchasing commercial land to situate an office on and paying for the cost of establishing an office on that land.
b. Purchasing a pre-built office building.
c. Paying for private billboards on the office plot.
(2) Any excess is to be declared and repaid to the Congressional account.

4 - Eligibility
(1) Representatives and Senators are eligible to partake in the grant program if they have 45 or more days remaining in office.
(2) The beneficiary of the grant cannot spend the funds where they or a close associate will be in direct or indirect benefit of the services or resources being purchased. (e.g. you cannot buy a plot of land or resources from yourself or a company which you are closely associated with).
(3) Congress people are eligible to use one grant per non-consecutive term that they serve.

5 - Process
(1) The Presiding Officers’ Office will manage the grant program and ensure that the appropriate funds are available in the Congressional Budget.
(2) Any land or materials which are bought by the grantee are property of DCGovernment and this must be reflected in land titles.
(3) Once a representative has vacated office, the plot may be sold to another representative or auctioned for public purchase.
