create regulations on casinos operating in Redmont

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the “Casino Regulations Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Representative Icypenguin79.

2 - Reasons

(1) Casinos left unregulated can become complete scams.
(2) Towns and Cities should have autonomy and therefore will be allowed to have their own regulations on Casinos on top of the ones in this Act.

3 - General Provisions

(1) All Casinos must publicly display the odds of winning on each automated machine via a sign.
(2) All Casino machines may be inspected by members of the DEC at any time; however inspections will not be mandated.

4 - Punishments

(1) If a Casino is not displaying the odds in accordance to Section 3.1, they will be fined $100 per offense.
(2) If a Casino displays fake odds, or the machine is determined a scam by the DEC in accordance with Section 3.2, they will be fined $2500 and all stolen funds will be returned.

Change the Casino Regulation act to make it more clear​

The people of the Commonwealth of Redmont, through their elected Representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:

1 - Short Title and Enactment

(1) This Act may be cited as the “Casino Regulations Amendment Act”.
(2) This Act shall be enacted immediately upon its signage.
(3) This Bill was authored by Economist ModSlayer with consultation from casino owner FriedPotaters and reviewed and sponsored by Representative ElainaThomas29

2 - Reasons

(1) There is no set format for odds
(2) People can just display things like “Chance A” and have the odds of Chance A be posted somewhere else.
(3) This makes the laws have a lot of loopholes.
(4) Competition can just make petty reports against each other wasting the DEC’s time.
(5) Right now fines are negligible to a casino owner's earnings if they violate the law.
3 - General Provisions

(1) Change “All Casinos must publicly display the odds of winning on each automated machine via a sign” to “All Casinos must publicly display the odds of winning on each machine via a sign. Odds being in the format Chance to win:Chance to lose (example 3:6 for a 3/9 chance to win)”.
(2) If a machine has the possibility to have its odds changed over time the casino owner and trusted members must be online to tend to it.
(3) Casinos must be registered. Registration will be handled by the DEC. The registration will include the type of machines and trusted members to tend to the casino.
(4) With the registration the DEC will schedule the members of the auditing department to inspect a casino. This will be the only way a casino can and will get inspected.

4 - Punishments
  1. Change the punishment from 100 dollars to 1000 dollars in law 10.4
  2. If a Casino is not registered in accordance to 3.1 by a week of the registry’s creation they will be fined $5000 and the casino will be ordered to be shut down.
  3. Existing casino’s, defined as any casino existing as of this bill getting passed, get two weeks from the registry’s creation to register.

Change the Casino Regulation.

1 - Short Title and Enactment
(1) This Act may be cited as the "Gambling Companies Amendment Act.”.
(2) This Act will enter into force 3 days after its signature.
(3) This Bill was authored by Representative ReinausPrinzzip.
(4) This Act has been co-sponsored by representative 1950minecrafter.

2 - Reasons
The Casino Regulation applies only to casinos and not to other gambling companies (e.g a lottery), this could lead to a grey zone and possible fraud by e. g. lotteries.

3 - Changing the Casino Regulation

From:

(3) Any kind of gambling company must be registered. Registration will be handled by the DEC. The registration will include the type of machines and trusted members to tend to the gambling company.
(4) With the registration the DEC will schedule the members of the auditing department to inspect the gambling company. This will be the only way a gambling company can and will get inspected.

abs - im not a fan of restrictions in the first place, I understand why the wording was changed to gambling companies but I am not a fan of the law in general as it places I feel too many restricitions on casinos and other gambling companies - or does not define companies that have a gambling department but are not only a gambling company.

3) Reasons
  1. The gambling industry is in shambles. This unrealistic law has single-handedly killed the entire field.
  2. Casinos in real life don’t present their odds.
  3. Casinos with low odds will just lose business in the free market.

4) Terms
  1. Repeals the Casino Regulations Act
