Amend the Constitution

The people of Democracy Craft, through their elected representatives in the Congress and the force of law ordained to that Congress by the people through the constitution, do hereby enact the following provisions into law:​

1 - Short Title, Alternate Names and Enactment
1. This Act may be referenced as the “Appropriations Amendment Act.”
2. The monthly Federal Budgetary Process may be referred to as the “Appropriations Process.”
3. The monthly Federal Budgetary Bill may be referred to as the “Appropriations Bill.”
4. This Act shall be enacted immediately.

2 - Amendments

(1) Section:

3-Creation of a Federal Budget
1. The President will provide Congress with proposed appropriations and department operational thresholds for the budget in the last week of every month.
(1)This budget proposes the allocation of funds to different Executive Departments, as well as the Legislative and Judicial bodies and other Government institutions
(a)Allocations must amount to the total amount of monies in the Government balance at the time of proposal
(b)If the funds allocated are less than the amount in the Government, then those remaining funds may be used to pay off government debt or remain in that account


Will be Changed to:

3-Creation of a Federal Budget
(1) The President will provide The Budget committee with proposed appropriations and department operational thresholds for the budget by the 25th of the month previous to the intended appropriations month.
(2) This budget proposes the allocation of funds to different Executive Departments, as well as the Legislative and Judicial bodies and other Government institutions
(a) Allocations must amount to the total amount of monies in the Government balance at the time of proposal
(b)If the funds allocated are less than the amount in the Government, then those remaining funds may be used to pay off government debt or remain in that account


(2) Section:

4-Monthly Federal Budgetary Process Outline
1. The President will propose to the Congress an Appropriations Bill for 2/3rds majority approval in both chambers
(1) The Congress may reject the Appropriations Bill with recommendations
(2) An appropriations bill is not subject to a congressional bill cool-off period and can be proposed at any time

4-Monthly Federal Budgetary Process Outline
(1) The President will propose to the Budget Committee an Appropriations Bill for 2/3rds majority approval in both chambers
(2) The Budget committee will draft up an Appropriations Bil based on the president's proposal
(3) An appropriations bill is not subject to a congressional bill cool-off period and can be proposed at any time
(4) Sub-appropriations can be used by Congress to appropriate extra funds or to specify within departments what funds can be used for. For example, Congress may specify, that the regular DEC budget is 100k of which 50k may only be used for grants.


(3) Section:

6-Budget and Financial Transparency.
1. A #budget channel will be made under the congressional category on discord.
(1) A transcript of this channel will be made available to the public at the passage of each Appropriations Bill.
(2) Requests to change budget appropriations must be done through a departmental ticket.
(3) Any payments for goods or services by the departments over their operational threshold outlined in the budget will need to be declared in this channel.
(4) The treasurer may request re-appropriations where more finances are required. Congress will subsequently be required to vote to amend the appropriations.
(5) Approval of additional appropriations must be logged in this channel with the amount and reason disclosed.

6-Budget and Financial Transparency.
(1) A #budget channel will be made under the congressional category on discord.
(2) A transcript of this channel will be made available to the public at the passage of each Appropriations Bill.
(3) Requests to change budget appropriations must be proposed to the budget committee. Which shall draft a new appropriations bill if approved.


(4) Section:

7-Emergency Fund Allocation
1. The President may authorise emergency expenditure to maintain good governance on the server through one of two means.
(1) The President may also transfer funds from one Departmental account to another, but may not increase the total funds more than that in the Appropriations Bill.
(2) The President may utilize emergency funds no more than an amount listed on the Appropriations Bill. This amount cannot be changed after the Appropriations Bill is passed, and reasons must be provided for in #budget on account of using these funds.

7 - Emergency Fund Allocation
(1) The Congress, shall appropriate a certain amount of money, as "Emergency Fund Allocation". In time of need, the president may call for a "state of emergency" in which they are allowed to transfer the "Emergency Fund Allocations" from the DCGovernment Balance to the department(s) which require extra funding to deal with the emergency.
(2) A State of Emergency, may only be used if the regular congressional budget process is too slow to reasonable deal with the emergency. A "State of Emergency" need to be announced in #Government-Announcements.


(5) A new section shall be created:

8 - Budget Tracking
(1) In the #budget channel, all departments, branches, and additional entities will be required to report any spending over a certain threshold.
(2) The format for a budget report shall be the following
Funds used: <Amount used>
Department: <Department> - <Sub-Approriations>
Purpose: <Purpose>
(3) The purpose may not be for 2 separate things. For example; Town Grants & Employee Payments should be filed as 2 separate budget reports.
